Recently,with the development of all industries and industrial informatization,many information systems relying on computing and IT are being massively approached and utilized.The convenient and rapid applications of general IM,like text transfers,voice messages,video streaming,files.For example,the QQ,We Chat application exploited by Tencent,etc,have been extensively used as some requirements for official communications.And those products,to some extents,satisfy the basic communicating requirements.However,the differences of functions and designs to the government's needs are still wildly existing.Subjected to the reality,under the circumstance of ensuring security by governments,they need a specialized design in IM Communication System for handling the complexity of their network environment.Except for the general IM functions,the new system should meet the needs of other particular functions and,in the meantime,it also should ensure the principle of economical operation.The thesis renders a method of using XMPP Agreement and multiply serving joints to fix the complexities of Internet topology.XMPP is a communication protocol based on XML,which has the characteristics of strong scalability and flexible communication mode.The government departments objectively exist many sets of internet works with strong logical insolation to each other.All the conducts of communications across insolation must be communicated to the external internet through a specialized device of Gatekeeper under an assigned special server.The thesis chooses the serving joints to respectively deploy each one of them into a special Internet environment,and full utilizes the flexible communicating methods of XMPP to realize the communications in different isolated networking environments.The thesis also renders a brand-new functional procedure for ensuring the undeniable requirements in the contents and transmit-receive of specific messages.The thesis designs a strong function of authentication,and through a special designed procedure,the thesis uses the biometrics and digital signature technology of intelligent terminal,which has made,in convenience,the certain particular communicating conducts in both ends can be totally undeniable.This function solves the problem that the receiver lacks effective authentication for receiving information.This content has been neglected for a long time.The thesis also put forward a dramatic method,which allows servers endpoints recognize the load condition of themselves and adjust the resource occupied,to solve the tension of available resources at the platform.In order to guarantee server effects,common information systems are designed with large clusters occupying considerable physical resources.In reality,owing to economic and other actual factors,information systems are hoped to compress resource occupied to reduce costs.The paper uses Container engine technologies.Each server endpoint recognizes the load condition of itself and adjust the resource occupied according to the load condition.Then new endpoints automatically will appear to serve or old endpoints back out when loads approach threshold.Compared with single point server mode and virtual machine cluster mode,this deployment scheme effectively improves the availability of services under high concurrent flow.Under high concurrent flow,the average transmission time of information can be controlled at about 40 ms.The effect of scaling on the average transmission time of information is very small.The government cloud communication platform narrated in the paper has been developed and deployed perfect and put into operation for a long time.The whole platform operated very well.And it satisfies relevant workers' demand for instant messaging and its strong function of authentication avoids buck-passing problems.Meanwhile,the platform can use information resources effectively in practice.
