Research On The Application Of Blockchain In Financial Management Of China

Blockchain is a distributed ledger technology with the characteristics of decentralization,traceability,immutability,security,etc.In recent years,with the continuous improvement of the function of blockchain and its application scope gradually expanding to all economic and social fields,major countries in the world are speeding up the layout of the development and application of blockchain,and the Chinese government also attaches great importance to the development and application of blockchain.On December 15,2016,the State Council released the "Thirteenth Five-Year" National Informatization Plan,which for the first time takes blockchain as a strategic frontier technology and strengthens the basic research and advanced layout of blockchain.In particular,on October 24,2019,when the 18 th group study of the Political Bureau of the CPC Central Committee,General Secretary Xi Jinping emphasized that "take blockchain as an important breakthrough of independent innovation of core technology,accelerate the innovation and development of blockchain technology and industry,and actively promote the integration of blockchain and economic and social development".The integration and development of blockchain technology and economic and financial fields has been highly valued in China.Although China has established a relatively standardized financial management system,there are still prominent problems in the current financial management system,such as imperfect tax collection and management mechanism,imperfect budget management system,low efficiency of financial funds use and low financial transparency.There is a good inherent coupling between the traceability,immutability,data transparency,security and other natural advantages of blockchain and the solution of these financial management problems.Therefore,to explore the relationship between blockchain and financial management,the applicability of blockchain in the field of financial management and application scenarios,improve the ability of financial management and optimize the financial management system,is a very worthy of study.Based on the analysis of the concept of blockchain and financial management,this paper discusses from the following aspects.First,starting from the problems faced by financial management,this paper analyzes the matching and applicability of blockchain and financial management.Secondly,it analyzes the technical feasibility,practical feasibility and advantages of blockchain application in financial management.Thirdly,it analyzes the application and pilot of blockchain in the field of taxation and budget management.Fourth,to discuss the effectiveness and problems of the application of blockchain in China’s financial management;Fifth,it analyzes the cases of the United States,the United Kingdom,Japan and Estonia that apply blockchain technology to energy and government system,so as to provide experience and reference for the application of blockchain in financial management.Finally,the paper puts forward some policy suggestions on the application of blockchain in financial management,including strengthening the top-level design,giving full play to the positive role of the government,encouraging the development of pilot projects and the development of blockchain technology to meet financial management activities.
