At present,public video surveillance systems are widely used in various countries around the world,which play an important role in monitoring street traffic,ensuring public safety,preventing criminal behavior,and collecting criminal evidence.The Closed Circuit Television(CCTV)camera has become a crucial instrument for crime control and enhanced the safety of the public area and streets.Therefore,the installation of CCTV cameras is increasing in both indoor and outdoor environments such as streets,parks,buildings,malls,markets,and other crowded public places.Ulaanbaatar is the capital and the largest city of Mongolia.Public video surveillance systems have been installed in the country since 2010 to provide citizens with a safe and comfortable living and working environment,to prevent crimes and incidents in public areas and streets,collect crime evidence and control violations,etc.Every year the CCTV systems are enhanced in Ulaanbaatar.Unfortunately it is clearly shown from the recent statistics of crime that the crime rate in the capital is still not reduced.The reason for this analysis is that most surveillance systems are installed without planning and researching on the street environment and crime occurrence area in advance,and did not make a corresponding camera city control plan,which resulted in many surveillance blind spots.Therefore,it is particularly important to plan the installation position of the surveillance camera reasonably.Consequently,there arises a problem of determining the optimum position of the CCTV camera for covering all the interesting areas by a minimum number of cameras.It is necessary to comprehensively consider factors such as regional crime status,street layout characteristics,and population concentration to select the best location and accurately install surveillance cameras for thorough monitoring of the target environment.This dissertation conducts research based on these issues.The research work proposed our algorithm to solve a homogeneous camera placement problem and the camera vision capability based on the task to be performed.We modeled the problem to deploy the minimal number of cameras to increase the coverage under some requirements such as task constraints,space constraints,and a camera's parameter constraints.We can optimize the number and the configuration of the camera through the introduction of the regulation parameter in the objective function.The simulation result showed the effectiveness of the proposed algorithm.Then the thesis analyzes and describes the current situation of camera control in Ulaanbaatar city,selects the area to be controlled according to the local actual needs,and analyzes the terrain structure of the selected area.Then,the system is modeled,and the resolution,surveillance range,and spatial area of video monitoring equipment are fully considered.The optimal camera layout algorithm based on particle swarm optimization is theoretically derived and studied.We experimented to compare the proposed algorithm with Binary Particle Swarm optimization inspired probability and Genetic Algorithm by iteration time,fitness,and computation time.In addition,we were determined using our proposed algorithm the number and position of required cameras to monitor the whole of the selected surveillance areas of Ulaanbaatar.Finally,the simulation analysis of the above algorithm is carried out,and the test is completed by using the monitoring camera which conforms to the relevant technical standards of Mongolia.Therefore,the research work in this dissertation is conducive to improving the efficiency of the surveillance system that has been installed or will be reinstalled in Ulaanbaatar,Mongolia.It also helps to select the best location of the video surveillance cameras and do the core work of urban surveillance planning.
