The flow of government data resources is an important part to promote the construction of new smart city and the modernization of urban governance capacity.The process of monitoring,early warning,prevention and control of COVID-19 public emergency also highlights the important application value of government data in urban normal governance and emergency prevention and control.At present,the cataloging system of government information resources,logical centralization and physical dispersion,and data upload on the cloud are used to solve the problems of non-sharing of data,but the coordination of cross-departmental and cross-level business still has problems,which are highlighted in the following aspects: unclear rights and responsibilities of government data,heavy pressure of centralized supervision,low data quality,and the authority is easy to change.At the same time,the above problems are difficult to be effectively solved under the existing big data sharing platform architecture.In order to solve the above supervision problems,focusing on the power and responsibility supervision mechanism in the cross-departmental flow of government data,based on the blockchain,this paper designs a rights confirmation mechanism,puts forward a pseudo decentralized blockchian method for the government supervision,and a strong supervision application mode to realize the supervision of data quality and shared rights,and verifies model by the application of scene prototype.Specific research results include:(1)A method of data right confirmation based on block chain technology is proposed.From the top to the bottom,this paper proposes a right confirmation business model based on blockchain technology at the application level,proposes a read and write operation model based on blockchain at the operation system level,completed the metadata feature screening,designs the centralized unified coding format at the data level,proposes the right confirmation structure model based on the smart contract.(2)A pseudo decentralized blockchian method based on block chain is proposed and implemented.Aiming at the demand of centralized government supervision,this paper studies the threshold ring signature algorithm,combines the threshold ring signature algorithm threshold control idea,the identity of anonymous members of the characteristics of adjustable and block chain operation behavior the traceability concept,innovatively proposes and implements pseudo decentralized blockchian method(PDCB),which improves the permission flexibility of other researches using super node method for supervision.(3)A callable two-layer supervision model based on block chain technology and PDCB method is proposed and verified by application scenarios.According to the management flow,three application scenarios of data upload on the chain,data crossdepartmental flow and data update are proposed.And we verified this model using the error rate comparison graph in the data upload on the chain scenario.(4)The business mechanism of cross-departmental flow supervision of government data based on block chain technology is designed and implemented.Combining with the actual business demands of the sharing and exchange platform of government data,based on the open source blockchain system,the supervision prototype system for cross-departmental flow of government data is constructed,which conclude: rights confirmation,shared supervision,quality feedback evaluation,etc.In summary,this research is guided by the actual application demand,based on the real government data,proposes a data right confirmation method,a pseudo decentralized blockchian method and a callable two-layer supervision model,which has scientific significance and application value for solving the problem of unclear rights and responsibilities in government data sharing and the linkage control of power dynamic updating.The research results have certain application value and this research idea has been applied to the directory blockchain construction of Beijing big data action plan and will be further improved in practice.Combined with the construction and application of Beijing municipal government data directory block chain,this paper will further deepen and improve the business practice.
