Since Chairman Xi Jinping proposed "precision poverty alleviation" in 2013,China has invested huge financial and material resources in poverty alleviation.With the strong support of the government,China's poverty alleviation cause has made great achievements.According to the Central Poverty Alleviation News data,China 's poor population has fallen sharply,from 90 million in 2012 to 16.6 million at the end of 2018.In the continuous exploration of poverty alleviation,a poverty alleviation program with "government-led,poor people as the center" has gradually been formed.This plan has made tremendous contributions to the construction of poverty alleviation in China.However,with the continuous advancement of targeted poverty alleviation work,some bottlenecks in the plan have become increasingly obvious.The most obvious problems are the poor “precision” of identifying poor people and the high cost of poverty alleviation.Due to the lack of specific information for the poor,the qualification review for poverty is achieved through an exclusive interview with appointed commissioners.This method will lead to inaccurate interview information,"acquaintances do acquaintances" and other phenomena,which will cause the real poor to not get poverty alleviation resources,and some non-poor people to occupy poverty alleviation resources.Eventually lead to false poverty alleviation and waste of poverty alleviation resources.Since the poor people in our country are mainly scattered in relatively remote mountainous areas,and the poor people generally have low financial literacy,it is necessary to build a large number of financial service outlets and appoint a large number of poverty alleviation commissioners.The cost of poverty alleviation is therefore high.In response to the above problems,this paper combines the existing consensus mechanism and data management scheme of blockchain to propose a low-cost management scheme for poor people and a high-precision and high-efficiency identification scheme for poor people.Combining the advantages of blockchain decentralization and open and transparent data,the design and implementation of a precision poverty alleviation management system are carried out.The main work of the paper is as follows:(1)A sharded Byzantine agreement was proposed for the problems of insufficient precision and high cost of poverty alleviation in traditional poverty alleviation programs.This method is based on the Byzantine algorithm and the blockchain consensus mechanism,which realizes high-efficiency and high-precision identification of poor people,while reducing the cost of poverty alleviation.Experiments show that the method is feasible,effective and safe.(2)Design and implement a precision poverty alleviation management system based on the above design plan.The system mainly includes the functions of information registration for the poor,identification of poverty entry and poverty alleviation.This article makes detailed design and implementation of the front and back of the system,and provides a good visual interface to allow users to quickly use the system.This article focuses on engineering practice.First,it summarizes and analyzes the advantages and disadvantages of the traditional precision poverty alleviation process,and begins to explore a new generation of poverty alleviation solutions for the bottleneck problems encountered by the traditional poverty alleviation model.In the process of exploring solutions,I studied and learned the basic knowledge of blockchain,and summarized and analyzed the advantages and disadvantages of consensus algorithms at various stages of blockchain development.Finally,it is determined to use the advantages of consensus algorithms and smart contracts to design a precision poverty alleviation system based on blockchain.This article introduces the design and implementation process of the system in detail,and conducts a relatively complete test for the system.
