Since the 21 century,China has successively promulgated a series of compulsory education laws and policies to promote the better and faster development of China's compulsory education.On this basis,the modernization level of compulsory education has been continuously improved,and the universal compulsory education has been basically realized.The report of the 19 th National Congress of the Communist Party of China proposed to "strive to ensure that every child can enjoy fair and quality education",and to realize the balanced development of compulsory education has become the top priority of the current compulsory education development.However,the development level of compulsory education and the balance degree of resource allocation in borderline and poor areas obviously lag behind that in economically developed areas,and the problem of unbalanced and inadequate development of compulsory education still exists.The unbalanced development of compulsory education is mainly due to the unbalanced allocation of educational resources.As the main organizers and participants of teaching activities,teachers are "the first resource of educational development",only high-quality teachers can provide high-quality education.The scientific and reasonable allocation of teachers resources is the key to realize the balance of compulsory education.Exploring the optimal allocation path of teachers' resources in compulsory education stage of the borderline and poor areas can not only enhance the public's attention to the education work in poverty-stricken ethnic minority areas,but also provide scientific reference for the policy formulation of regional education reform.In this study,Wa Autonomous County of Cangyuan,a poverty-stricken minority autonomous county in Lincang,Yunnan Province,was taken as the research area.By using in-depth interviews,questionnaires,literature reading and data analysis,the present situation of teacher resource allocation in compulsory education in Wa Autonomous County of Cangyuan was analyzed.The shortcomings of teacher resource allocation in compulsory education were summarized from the aspects of the overall level of teachers in the county and the differences between urban and rural teachers' resource allocation,combined with the basic situation of Wa Autonomous of Cangyuan County and the development characteristics of compulsory education,the reasons for the insufficient allocation of teacher resources were explored,and the targeted optimization path of teacher resource allocation in compulsory education was put forward.The main research contents are as follows:(1)The allocation of teachers' resources in compulsory education stage is insufficient: It is difficult to carry out the education and administration work of teachers in compulsory education,the number of teachers in weak rural schools cannot meet the actual needs.The disciplinary structure of teachers at county level is unbalanced,and there is a large gap in teachers majoring in music,sports,arts and English.National standard courses can not be carried out well.The gender structure of county teachers is unbalanced,and the number of male teachers only accounts for 36.74% of the total number of teachers.The age structure of urban and rural teachers is unreasonable and the trend of aging of rural teachers is obvious.The treatment guarantee of rural teachers is not in place,working and living conditions need to be improved,about 25% of the rural teachers interviewed have no necessary living space such as bathroom and kitchen,and their basic living and working environment are difficult to guarantee.The outflow of teachers during the compulsory education stage is serious,and most of the excellent teachers in the county flow from the countryside to the city.(2)Analyzing the main reasons for the insufficient allocation of teachers' resources in compulsory education from three aspects of social economy,education management and teachers themselves,the main reasons.The main reasons include the economic development of Wa Autonomous County of Cangyuan is relatively backward,the difference between urban and rural areas is obvious,people do not pay enough attention to education,it is difficult for parents and teachers to cooperate,so the quality of students is poor.and the phenomenon of "gender segregation" in the teaching profession.Besides,the imperfection of teacher appointment system,teacher qualification system,teacher training system and teacher mobility system,the low sense of professional identity of teachers and the constraints of family factors on teacher post selection are also the main reasons.(3)Combined with the actual situation of education development in the study area,considering the increment and stock of teacher resources in compulsory education,this paper puts forward the scheme of optimizing the allocation of teachers' resources in compulsory education stage from five aspects to design the compulsory education stage teacher resource allocation optimization path of Wa Autonomous County of Cangyuan,they are government system guarantee,economic development and funding input,construction of teachers' team,application of information teaching mode and social concept.It includes the following aspects: scientifically allocating the teachers' establishment,optimizing and perfecting the teachers' assessment system,establishing and improving the mechanism of teachers' flow,developing regional economy quickly,increasing investment in rural schools,doing a good job in directional training of normal students,perfecting the training system of teachers,enhancing the information literacy of teachers and students,building and sharing high-quality teachers resource pool,forming a social atmosphere of respecting teachers,and breaking traditional professional cognition.Through the field interview and online questionnaire survey in Wa Autonomous County of Cangyuan,this study obtained the latest data on teacher resource allocation in the compulsory education stage of the county,the data is real and effective,and it can reflect the real feelings of education administrators and teachers.Taking Wa Autonomous County of Cangyuan,a bordering minority autonomous county in Yunnan Province,as the research object,this paper probes into the optimal allocation path of teachers' resources in compulsory education stage of this county by using theoretical basic research and empirical analysis.It not only has a certain reference significance for the promotion of education reform in the county,promotes the optimal allocation of teachers' resources in the compulsory education stage in the county,but also helps to enhance the attention of education in poor ethnic minority areas,and provides intellectual support for the realization of the balanced development of compulsory education and the ultimate goal of poverty alleviation through education.
