Research On The Concept Of Five Guarantees For The Elderly

The increase in the number of elderly people has enabled us to quickly enter an aging society,and has also brought our country to the impact of a "silver wave",which is a big test for the resolution of the pension problem and the formulation of the pension system.Before the intervention of state power,the support and care of the childless elderly were mainly shared by family members,and all expenses for food,clothing,housing and transportation were borne by the family.However,with the modernization of rural structure and the migration of population to cities and towns resulting in the demise of familism,weakening of family intergenerational support,and prominent rural hollowing out,the needs of the elderly with the Five Guarantees cannot be fully satisfied.In response to this problem,the state has issued a large number of welfare policies to meet the needs of the Five Guarantees.However,the choice of the Five Guarantees for the elderly is affected by their concept,which eventually leads to the elderly being reluctant to live in an elderly care institution and their relatives cannot provide care.This paper takes 76 households with the Five Guarantees in M Town,L County as the research object,and conducts an anthropological investigation and research on the old-age care methods in this area.In Town M,the Five Guarantees for the elderly are mainly cared for by relatives who are in charge of their nephews.At the same time,self-care and institutional support have become one of the options for the elderly.The contradictions and conflicts that exist when choosing an old-age care method are actually the result of the contradictions and conflicts between traditional filial piety and utilitarian and rational individuals in local actual life.This article analyzes the Five Guarantees elderly's choice of providing for the elderly from the individual,social,and national levels,and discusses the concept and action logic behind it.The study found: 1."Valuable" Five Guarantees are taken care of by more relatives of the children's generation;affected by the loss of the elderly's personal right to speak and the weak awareness of incense,the future will no longer be a worry for the elderly to stay in nursing homes.2.The Five Guarantees old-age care concept is affected by personal internal ideas,rural social concepts,and national policies and systems.The inclination and support of welfare policies have not really solved the Five Guarantees old-age pension dilemma.Instead,it has brought subsidies that cannot buy nursing care and the elderly "take The emergence of problems such as “less than” subsidies and choosing self-support for saving subsidies.3.It is very necessary to discuss policies and guidelines to solve the dilemma of the elderly from the cultural perspective.It should help the elderly improve their social status and transform the traditional concepts of elderly care;promote the new concept of filial piety to young people and establish a sense of responsibility;establish a rescue model for non-relatives in the community,Advocate diversified old-age care methods and other behaviors to improve the current situation of the Five Guarantees for the elderly.
