On July 8,2017,the "First Generation Artificial Intelligence Development Plan" issued by the State Council included the artificial intelligence industry at the national strategic level.Subsequently,on November 6,2020,in the "Letter on the Proposal No.3172(Educational No.297)of the Third Meeting of the Thirteenth CPPCC National Committee",it was clearly proposed that programming education should be included in the relevant curriculum of primary and secondary schools. At this stage of rapid development of children's programming education, how to make the children's programming curriculum to maximize its teaching effect has become an educational research direction that education researchers should focus on.The research purpose of this paper is to develop a set of Scratch programming courses based on the flipped classroom teaching model, which makes it suitable for students in the third grade of elementary school. At the same time, compared with the traditional teaching mode,it is verified that the flipped classroom teaching mode can make the programming education courses for children play a greater teaching effect. This teaching effect is to make children's programming ability significantly improved. The article is divided into four parts in total. In the introduction part, the reason for this research is discussed.Using the "Citespace" software and the "Quantitative Visual Analysis" tool in CNKI,a visual analysis of domestic and foreign literature related to the topic of "flipped classroom teaching mode" and "Scratch course" was carried out.And this part also clarifies the purpose and significance, content and methods of the research. In the second chapter, related concepts and theoretical foundations are explained in detail. In the third chapter, according to the ADDIE teaching design concept, the Scratch course for primary school students based on the flipped classroom teaching model is analyzed, designed, developed, implemented and evaluated. In the fourth chapter, the research conclusions are drawn based on the experimental results, and the innovations of this research are explained, and suggestions for the development of Scratch courses are put forward to provide practical significance for the future development of Scratch courses. The main content of this research is as follows:This research has designed a set of content of the Scratch course for primary school students based on the flipped classroom teaching model, constructed a teaching model, and carried out teaching experiments on part of the content in the course, and summed up the experience from practice. The innovation of this research is based on the shortcomings of the traditional classroom teaching mode, and a teaching mode that conforms to the characteristics of the Scratch practice course is selected. And use the ADDIE instructional design model,"Vygotsky's zone of proximal development,Piaget's cognitive development theory to design the course content, make teaching tools and construct a teaching model. The course teaching practice is carried out by using comparative research method and survey research method.Combining the practical results of the research, the main conclusions of this research are as follows:(1)From the analysis of the test questions before and after the programming ability, the content of the curriculum and the teaching model are suitable for the programming ability development of the students in the third grade of elementary school.(2)From the before and after questionnaire survey results of programming interests and the content analysis of teacher-student interviews, compared with the traditional teaching model, the teaching model of this course has significantly improved students'interest in learning programming.(3)From the analysis of the results of the test questions before and after the programming ability, compared with the traditional teaching model, the teaching model of this course has a significant positive impact on the students' algorithmic thinking and can effectively improve the students' programming ability.
