Education is not only essential to the development of individuals and the happiness of families,but also important for the prosperity of the country and the revitalization of the nation.It is a project in the interest of the current and future generations.Basic education,as the foundations of the entire education system which contribute to the cultivation of talents and the improvement of the well-rounded development of the people,has a vital role.Since primary and secondary school teachers are the main force of the development of basic education,it is important to maintain their stability,stimulate their enthusiasm and increase their capacity for innovation.To achieve these goals,effective incentive measures should be taken to help primary and secondary school teachers clarify their career values,feel motivated in their work and develop better job satisfaction.In the long term,this will help to improve the overall level of basic education in our country,as well as enhance public understanding of and confidence in our country's basic education.This thesis aims to study the incentive of primary and secondary school teachers in China.In terms of theoretical framework,we have consulted a large number of books and articles on incentive and motivation,and found extensive foreign literature focused especially on basic theories.However,due to differences in history,culture,and level of development,some of these theories are not fully suitable to the analysis of the situation in China.Regarding domestic literature on motivation,scholars have been mainly focused on business and university teachers,while the incentive of primary and secondary school teachers has rarely been studied.Taking this into account,we have chosen Herzberg's 'two-factor theory' as the theoretical basis applying it to the analysis of primary and secondary school teachers in L District(research object)based in Jinan City(research background).Through the use of questionnaires and in-depth interviews combining qualitative analysis with quantitative analysis,this study investigates the current situation of primary and secondary school teachers in L District,in order to find out the main problems existing in the incentive system.Through the investigation,this thesis observes that primary and secondary school teachers in L District are overall satisfied with the current incentive mechanisms.However,different views are found regarding the evaluation of the current system and work environment.Among hygiene factors,the salary system,the professional title system and the current relatively low social status are the main factors that cause dissatisfaction among primary and secondary school teachers.Among motivators,the training system,the sense of honor of teachers and the assessment system are relatively poor.Therefore,through data collection and in-depth interviews,this study analyses the causes of the aforementioned problems.Then,drawing on the successful experience of incentive of primary and secondary school teachers in G District of Jinan City,we propose some countermeasures that can be taken to make a difference:in order to decrease dissatisfaction caused by hygiene factors,the salary system,rank evaluation system and work conditions need to be improved;regarding motivators,the assessment system and training system need reform,and the sense of honor of teachers needs further stimulation.Through these measures,high hygiene and high motivation can be achieved,which will help maintain the stability of primary and secondary school teachers,improve their enthusiasm and innovation,as well as contribute to the development of basic education in China.
