Reducing the burden of education has always been the focus of the problem.In particular,the newly issued two documents,"On the Spirit of the Symposium on The Pilot Work of The Ministry of Education" and "Opinions on Further Reducing the Homework Burden of Students in compulsory Education and the Burden of off-campus training",require the government to implement the reduction of on-campus burden and standardize the management of off-campus training institutions.In accordance with the requirements of the policy document,local governments began to supervise the training industry,standardize the content of off-campus training,eliminate safety risks,and standardize the content and operating conditions of off-campus training for teaching institutions.For a long time,private non-degree-record education and training institutions have a certain role in supplementary education and teaching.Especially for the compulsory education stage of private non-academic education training institutions,in the number and type of all occupy an important position.These private education institutions mainly play a positive role in two aspects: first,they supplement the deficiency of compulsory education in ordinary schools in China,and play an important role in expanding students' interests,cultivating students' special skills and making up for their shortcomings;The second is to enrich the main forms of China's education market,so that China's education market can germinate and develop under the condition of market economy.However,due to the compulsory education stage private non-academic education and training institutions to form the subject in legal definition is not clear,together with some institutional investors and managers in the process of actual running blind pursuit of high profits,lead to private non-academic education training institutions such as compulsory education stage no qualification education,run high fees,fraud,etc.Therefore,in this context,it is very important for the government to effectively supervise private non-academic education and training institutions in compulsory education.Based on this,it is of great practical significance to study the government supervision of private non-academic education and training institutions in compulsory education stage.Taking Longwan District of Wenzhou as an example,this paper analyzes the current situation,problems and causes of government supervision of local private non-academic education and training institutions in compulsory education.The research was carried out by a combination of questionnaire survey,interview,field investigation and literature research.Based on the investigation of 101 practitioners of Wenzhou Longwan District private non-degree-record education training institutions and interviews with 4 persons in charge of supervision of Wenzhou Longwan District private non-degree-record education training institutions,the problems existing in government supervision of Wenzhou Longwan District private non-degree-record education training institutions are obtained.Through the analysis of the above problems,in Beijing's Haidian district and on the basis of Chongqing Shapingba district excellent experience,study and put forward the optimization of Wenzhou Longwan compulsory education run by the local non-academic education and training institutions of government supervision and management recommendations: the government,need to control the training into the conditions of the market,perfect the mechanism of price standard and standard of teachers;In terms of industry,the proportion of training institutions joining relevant coordination and management agencies should be improved;In terms of platform,it is necessary to give full play to the function of network information inquiry channel,popularize inquiry methods and set up the supervision department of off-campus education and training.
