Research On The Existing Problems And Countermeasures Of Nanjing Postal Universal Service Management

Universal service is the fundamental business of postal service and an important part of guaranteeing citizens' basic right of communication.For the past few years,private express delivery occupied the market quickly by taking advantage of the Internet,while the national team in this industry,the Post,is facing the embarrassing situation of market squeeze,heavy business losses,and gradually fade.As the fundamental business of the Post service,universal service also faces many challenges,universal service management is becoming more and more important.Nanjing is an important postal hub in China.In recent years,the management of universal postal service in Nanjing has made some achievements,but there are also some problems.This article starts from the historical evolution of the Post Nanjing.After undergoing several reforms and divisions,the universal service management of the Post Nanjing is basically finalized.It is jointly supervised by the Post Nanjing Administration and Nanjing Post Branch,and has formed regulations related to general postal services.A regulatory system with regulations and standards on universal postal services as the main body and various supervisory and administrative measures as the supplementary body has been formed.All the management work of the universal postal service is completed within this framework.Secondly,by means of literature research,field research and quantitative analysis method,and by consulting various historical materials of Nanjing Post,the paper analyzes the statistical bulletin on the development of the postal industry,and understands the meaning and characteristics of the universal service of Nanjing Post,as well as its context and development status.At the same time,go into the front line,understand the daily operation of universal service,get first-hand information,find problems.Based on the theory of public goods,market failure and public service,this paper clarifies the role and status of the government in the universal postal service,analyzes the causes of the problems,and then points out the deficiencies of the universal postal service in the aspects of acceptance and delivery,system,supervision and human resource management in Nanjing.Finally,combined with the research and experience of foreign countries,the conclusion is drawn that through scientific and technological innovation,strengthening infrastructure construction to improve the hardware deficiencies,and at the same time,improve all kinds of rules and regulations,strengthen social supervision,reform the human resources system to improve the soft power.
