| In order to better safeguard women’s rights and interests,improve the overall quality of women,speed up the process of realising gender equality and give full play to the important role of women in socialist modernisation,our government has formulated and released three rounds of the Women’s Development Programme(hereinafter referred to as the Programme).How the Programme is implemented in local governments and the effectiveness of its implementation is directly related to whether women can obtain equal rights in political,economic,cultural,social and family life.This article first introduces the concepts related to women’s development and the basic content and policies of the Programme.It also analyses the implementation of the Programme in Harbin and the results achieved in seven aspects: women’s health,education,social security,legal protection,participation in decision-making,development environment and economic status,and analyses the problems that exist in the process of implementing the Programme,such as the lack of attention to women’s development work,imperfect system construction,inadequate supervision and the lack of government support for women’s development.Finally,in view of the above-mentioned problems,improvement measures were proposed for how to better implement the next round of the Programme.The suggestions for improvement were made in four areas: strengthening the construction of departments,strengthening the construction of organisations and institutions,improving the statistical indicator system and establishing a sound monitoring mechanism.We hope to make a small contribution to the implementation of the Outline in Harbin. |
