Research On The Problems And Countermeasures In The Community Governance Of Geleshan Street, Shapingba District, Chongqing

As the grass-roots organizations closest to the life of residents,the level of community governance can reflect the development level of a city to a great extent,and reflect the happy experience of residents’ life.To sum up and sort out the effectiveness,shortcomings and future development trend of current community governance in China is an important "ox nose" to grasp the overall effectiveness of social governance based on the concept of "people-centered".Chongqing,as a municipality directly under the central government,has a very special geographical location and is an important strategic fulcrum of the western development.At present,it is in the key stage of industrial structure adjustment and upgrading.The industrial structure adjustment of Geleshan street in Shapingba District of Chongqing has obvious characteristics,the population structure is complex,and the remaining problems in the process of historical development are prominent.It is of great significance to explore how to govern,how to develop and how to construct the governance system of such streets for the study of the governance of urban communities under the trend of the two-way empowerment of the state and society.There are six parts in this paper.On the basis of clarifying the core concepts and constructing the analysis framework,this paper introduces typical cases and conducts research according to the overall logical order of the current situation,problems and causes,reference to domestic and foreign governance models and countermeasures.Starting from the background of the topic selection and the significance of the study,the paper summarizes and extracts the review of domestic and foreign research literature,and puts forward the research methods and basic ideas of this paper.Then,the three basic concepts--community,urban community and urban community governance are defined,and the theory of community governance,public governance and new public service theory used in the research are explained in detail.Through the detailed analysis of the community governance practice cases of the community governance,such as Datu village community,Tianchi village community and Gaodianzi sub community,the paper analyzes the practice exploration and experience innovation of the community governance in Shapingba District,Chongqing,and focuses on the achievements in judicial service mode,cultural construction,public welfare platform building and governance system.Based on the analysis of community governance practice of Geleshan street in Shapingba District,Chongqing,based on the actual situation of the community,the paper puts forward the problems in the process of governance and analyzes the reasons for the problems.In view of the existing problems,the paper analyzes the different models of urban community governance at home and abroad,summarizes and extracts the community governance models of New York,Singapore and Tokyo,as well as the community governance experience in Beijing,Shanghai and Nanjing.It provides reference and reference for optimizing the community governance of Geleshan street.In the process of reference to the domestic and foreign community governance,it highlights the importance of rationalizing the relationship between the multi governance subjects and relying on professional community workers to promote community construction.Finally,starting from the above problems and reasons,the paper proposes the improvement strategy with reference to the advanced governance experience at home and abroad.Based on the above analysis of the theory and practice logic of urban community governance in China,this paper summarizes that under the background of the modernization of the national governance system and governance capacity,the community governance of Geleshan street needs to promote the process of diversification of community governance subjects,strengthen the participation of community residents and social organizations,and improve the incentive mechanism of community staff,Then stimulate the community work vitality to achieve a benign development.
