An Evaluation Study Of Government Functions In The Development Of Tourism In Lhasa

As my country’s strategic pillar industry and the top of the happiness industry,tourism is an important force in achieving my country’s economic development goals.It plays an active role in adjusting industrial structure,increasing employment,protecting resources,and building urban and rural areas.With the introduction of the Belt and Road Initiative,the tourism industry has become a bond and bridge that connects people along the route,and promotes economic development and cultural exchanges between countries.Over the past 40 years of reform and opening up,my country has issued a series of preferential policies to promote the development of the tourism industry,which has contributed to the expansion of the tourism industry and the improvement of the industrial system.It can be seen that the government is an important subject to promote the comprehensive and sustainable development of the tourism industry.The effective performance of government functions plays a vital role in the optimization and upgrading of the tourism industry.Research on government functions is of great significance to the promotion of tourism development.In recent years,the government of the Tibet Autonomous Region has attached great importance to the development of the tourism industry,and has focused on cultivating Tibet’s tourism industry as a pillar industry,making it a powerful driver of Tibet’s economy,thus accelerating the pace of structural adjustment and upgrading of Tibet’s tourism industry.It has promoted the prosperity and stability of Tibet’s economy.As the capital of Tibet,Lhasa is the central area of the Tibet Autonomous Region.Based on its geographical advantages,Lhasa has become a central city in my country that opens up to South Asia in the “Belt and Road” initiative.The sustainable and steady development of Lhasa’s tourism industry not only benefits from its own advantages,but also has a lot to do with the effective performance of local government functions.In order to further accelerate the optimization and upgrading of tourism industry in Lhasa and vigorously implement the strategy of industrial strength,it is very important to study the government functions in the development of tourism.In order to further accelerate the optimization and upgrading of tourism industry in Lhasa and vigorously implement the strategy of industrial strength,it is very important to study the government functions in the development of tourism.This paper studies the current status of government functions in the development of tourism in Lhasa,constructs an indicator system from four aspects: economic regulation,market supervision,social management and public services,and uses questionnaire survey method and analytic hierarchy process(AHP)to obtain the system respectively.On this basis,the fuzzy comprehensive evaluation method(FCE)is used to obtain the comprehensive evaluation results of the system,and the results are agreed.According to the analysis of the results,the following four aspects are proposed for functional improvement.Countermeasures and suggestions:(1)In terms of economic regulation functions,establish and improve tourism resource development policies based on scenic spot investigations,increase tourism product development around the two major product systems,and accelerate the upgrading of the tourism industry based on the "tourism industry+" strategy;(2)market supervision In terms of functions,increase tourism price supervision through irregular inspections and strengthen supervision over the legality of tourism contracts around special rectification actions;(3)In terms of social management functions,strengthen tourism ecological environmental protection in accordance with residents’ participation mechanism and strengthen tourism legal publicity with the help of tourism publicity activities Education;(4)In terms of public service functions,rely on the tourism promotion platform to strengthen the promotion of tourism products and strengthen the training of tourism practitioners in accordance with the needs of job talents.
