At present,all emerging big countries are seizing the commanding heights of competition by cultivating high-tech and strategic emerging technologies with intensive knowledge and technology,low consumption of material resources,large growth potential,and good economic benefits,so as to achieve economic and technological surpassing of the first-mover countries.With the increasingly complex game between China and the United States and the increasingly severe competition between national science and technology forces,the Chinese government pays great attention to the risk of "stuck neck" in key core technology areas,and attaches importance to the use of the advantages of the new national system under the conditions of the socialist market economy with Chinese characteristics to ensure The supply chain of its own industrial chain is safe,and it strives to achieve "surpassing the curve."In the process of high-tech and strategic emerging technology innovation,the technological innovation network has played an irreplaceable key role and is the organizational carrier and operational support for high-tech and strategic emerging technologies.Due to market failures,the government will inevitably participate in high-tech and strategic emerging technology innovation activities.At the same time,based on the "triple helix" theory,the construction of related technological innovation networks will inevitably be inseparable from the role of the government.This research first summarizes the characteristics of aero-engine technological innovation,and finds that the government must play an important role in the complexity of the aero-engine technological innovation system,the strategic nature of the results,and the highly networked characteristics of the aero-engine technological innovation organization.Then,starting from the basic elements and logical relationships of the network,the aero-engine technology innovation network model is derived.Then,from the perspective of the circle-layered network structure,the characteristics of the core network layer,important network layer,related network layer,expanded network layer of the aeroengine technology innovation network and the relevant role of the government are analyzed in detail.Through combing the development process,summarized the three historical stages of the construction of my country's aero-engine technology innovation network,namely,the network construction stage that completely relies on administrative orders,the network construction stage driven by government demand,and the network construction stage driven by market mechanisms.The stage characteristics and the positive role played by the government are summarized.By comparing the circle layer structure of the aero-engine technology innovation network model,the analysis puts forward the own characteristics of my country's aero-engine technology innovation network,including the strong organizational characteristics of the core network layer,the accelerated evolution of the resource structure of the important network layer,and the network of the relevant network layer.The relationship is not close enough,the peripheral network layer is basically blank,and the leading role of the government runs through all circles and so on.Then combined with the development history and current situation,it summarizes the shortcomings of the government's role in my country's aero-engine technology innovation network,including the lack of top-level planning and overall coordination of network construction and governance by the government,and government intervention that is too direct and lacks a buffer mechanism and is unstable.And the government has deficiencies in the creation of an innovative environment such as legal regulations.At the same time,it analyzes the success of the technology innovation network promoted by the two representative governments of the United States and the European Union,including the government's clear role in the construction and governance of the technology innovation network,fully relying on market mechanisms and multi-party participation,and should focus Pay attention to the ecological cultivation field of technological innovation,etc.Finally,suggestions for optimizing the role of the government in the construction of my country's aero-engine technology innovation network are put forward: play the role of builders and identify specialized agencies to be responsible for top-level planning;play the role of funders and provide start-up funds to drive social input;play the role of coordinators to build multiple entities Network governance mechanism;play the role of supporter and shape the innovation environment through institutional innovation.
