An Analysis Of Institutional Factors Of My Country's Low-carbon Economy Development Dilemma From The Perspective Of New Institutionalism

Issues such as climate change and deterioration of environmental quality are issues that must be faced in the development of the entire human society.Since the beginning of the new century,with the rapid economic development,these problems have become more and more serious.Humans no longer choose to ignore,but begin to re-examine the relationship between man and the natural environment,seeking a long-term solution for sustainable development,and Low-carbon economy has emerged as the times require.Since the advent of the Low-carbon economy,it has received a wide range of responses worldwide.China is actively developing a low-carbon economy.In the past ten years,although outstanding achievements have been made,it still faces some development difficulties in many aspects.The factors affecting the development of China's low-carbon economy are not limited to areas such as economics,finances,and technological research.Institutional factors also have a greater impact.Among them,the quality of the relevant policies formulated by the government is unstable,resulting in the lack of a stable guiding framework for the low-carbon economic development model;due to the characteristics of the economic man,the local government also implements the central government's policy orders in an "invisible game" with the central government;as an important element in the implementation of policies,companies have not actively assumed corresponding social responsibilities due to lack of incentives and low awareness of low-carbon economy;and as the masses of society who are closely related to the low-carbon economy,people also lack participation in low-carbon life because their acceptance of the model has not reached the ideal level.In view of the above-mentioned problems,some improvements to the current system are needed.To further strengthen the stability of relevant policies and make them a strong backing for the development of low-carbon economy,is the cornerstone of achieving better development of the low-carbon economy;to continuously deepen reforms,improve and improve the supervision mechanism of local governments,and innovative incentive mechanisms are important guarantees;at the same time,to urge enterprises to assume corresponding responsibilities,expand citizens' participation in the low-carbon economy,and continuously expand their channels for political participation are effective ways to achieve the long-term development of the low-carbon economy.
