With the continuous progress of the reform of public service system,the work pressure and spiritual burden of civil servants are increasing,and job burnout is spreading widely,which brings great trouble to government service.It is found that due to the long-term high-pressure working state,public servants have habitual mental tension,insomnia and anxiety and other physiological and psychological changes,which not only seriously threaten the physical and mental health of civil servants,but also lead to brain drain,which is not conducive to the team building of civil servants and the transformation and upgrading of service-oriented government.Therefore,it is urgent for the government to pay more attention to the problem of civil servants' job burnout,and actively explore the influencing factors and intervention measures of civil servants' job burnout.Research shows that strict law enforcement requirements and high-intensity workload bring great psychological pressure to civil servants,and the problem of job burnout has become a problem that cannot be ignored in human resource management of public sector.This paper takes the grass-roots civil servants of Dalian Entry-Exit Administration Bureau as the research object,systematically sorts out the mainstream academic views and measurement models of job burnout at home and abroad,and uses the three-dimensional theory of civil servants' job burnout,the new public service theory,the two factor theory,the equity theory and the career planning theory to analyze the current situation of the job burnout of the grass-roots civil servants in Dalian Entry-Exit Administration Bureau The research provides theoretical support.In addition,this paper analyzes the physical,psychological and behavioral manifestations of job burnout of grass-roots civil servants in Dalian Entry-Exit Administration Bureau.The physical level shows sub-health status,sleep disorders and physical and mental diseases,while the psychological level includes cognitive changes,emotional changes and personality changes,while the behavioral level shows negative burnout Work,develop bad habits.The influence of job burnout of grass-roots civil servants mainly includes physical and mental health,career development,interpersonal relationship,organizational work atmosphere,organizational performance and the public image of the government.This paper uses the method of interview survey to analyze the formation mechanism of job burnout of senior grass-roots staff,female grass-roots staff and new recruits.The problems of emotional exhaustion and low professional efficacy of senior grass-roots civil servants are serious,the dehumanization of female grass-roots staff is prominent,and the problem of low professional efficacy of new recruits is the most obvious.Using the method of questionnaire survey,combined with demographic variables such as age,marital status,working years,educational background and gender of grass-roots civil servants,this paper makes an empirical analysis from three dimensions of dehumanization,low sense of achievement and emotional exhaustion,and draws the following conclusions:the grass-roots civil servants of Dalian entry and Exit Administration Bureau have a moderate degree of job burnout;master's degree or above the results show that the job burnout of civil servants with historical background is more serious;the level of job burnout of male civil servants is higher than that of female civil servants,but the gap between them is not obvious;the influence of marital status on job burnout is significant,and that of married,divorced and widowed civil servants is more serious;the level of job burnout of civil servants with 11 to 15 years of service is the highest.This paper analyzes the causes of job burnout of grassroots civil servants in Dalian entry exit administration bureau from three aspects of organizational factors,personal factors and social factors.The organizational reasons include imperfect constraint and incentive system,unsound promotion system of grassroots civil servants,imperfect internal communication mechanism and true organizational cultural environment;its own reasons include poor future development planning.Social reasons include high expectations of the public,pressure of the transformation of government functions and psychological pressure caused by insufficient social support.Combined with the theory of job burnout,this paper puts forward targeted intervention measures to solve the problem of job burnout of civil servants,improve work efficiency,and promote the transformation and upgrading of government service system.In terms of organization,the coping strategies include efficient incentive mechanism in colleges and universities,the establishment of a sound career development plan for grassroots civil servants,strengthening the internal communication of the organization and strengthening the construction of organizational culture.The coping strategies at the individual level include the formulation of career planning for grass-roots civil servants,strengthening their own training and learning,and adhering to the combination of work and rest,and the social coping strategies include establishing a benign one We should build a good public opinion environment and build a social support system.
