| With the social progress and development,social security and stability has always been an important part of the national concern.As a place for prisoners to be reformed,prisons have the property of enterprises in order to ensure the economic conditions needed for development.This system of combining supervision with enterprise is conducive to the reform of prisoners and the maintenance of social security and stability,while giving play to prisoners’ enthusiasm for work,improving social benefits through the development of enterprises,and effectively providing financial support for the development of prisons.However,in recent years,under the market environment of planned economic reform,the development system of prison and enterprise integration has exposed more and more problems,such as the deviation of prisoners’ reform function in crime field and the excessive economic dependence on prison enterprises.Against this background,the state issued the guidelines on the pilot reform of the prison system to guide the reform and development of the old system of combining supervision with enterprise,mainly to improve the efficiency of prison management by separating supervision from enterprise.Through investigation and analysis,based on the System management theory and the socialist prison theory with Chinese characteristics,this paper analyzes the difficulties faced by current prison development and studies the separation of prison supervision and enterprise in A province.Then,the paper studies the current situation,problems and causes of the reform of prison supervision and enterprise separation in A province,and then draws inspiration from the experience of prison and prison enterprise management in developed countries and regions.From the four perspectives of relevant laws and policies,police,prison enterprise management system and its subsequent development,this paper puts forward countermeasures and suggestions to optimize the separation of prison and enterprise reform,to promote the enhancement of prison penalty enforcement functions and to promote the stable development of social security. |
