Qian Nengxun Cabinet Research

Qian Nengxun Cabinet was the first cabinet during Xu Shichang's presidency,The actual running time of this session cabinet is from October 10,1918 when Qian Nengxun began to act as the prime minister to June 13,1919,when qian resigned officially.it's only over 8 months.Although it has a short history,the appearance of this cabinet put an end to the long internal dispute between the government and the prime minister in Beijing after Yuan Shikai' death,and to a certain degree,the President and the prime minister had their own situations under the responsible cabinet system.Because the President and the prime minister has a close relationship,this cabinet carried out the policy of "civilized governance"actively,that proposed by President Xu Shichang when he coming to power.lt also experienced major historical events such as The north-south peace talks,Paris peace conference,and The May 4th movement.In the internal affairs,Qian Nengxun cabinet has carried out many measures in the aspects of politics,education,economy and social governance.In the diplomatic affairs,under the international situation after The World War I,the cabinet participated in The Paris Peace Conference actively and established a new equality of diplomatic relations.In addition,due to the dilemmas of the internal and diplomatic affairs,the May 4th movement broke out in China,and the Qian Nengxu cabinet had involved in the handling of the students protests.In a word,the Qian Nengxun cabinet existed for a short time,but the experience of the internal and diplomatic affairs were an important scenes in the whole period of the beijing government.This paper will conduct a comprehensive analysis of the Qian Nengxun cabinet through five chapters:The first chapter mainly investigates Qian Nengxun's political experience before he formed cabinet.Through a brief analysis of the political activities that Qian Nengxun participated in the late Qing dynasty and the early Republic of China,this paper discusses the reasons why qian nengxun could stand in the central government in the early Republic of China,thus discussing the possibility of Qian Nengxun formed cabinet.The second chapter mainly investigates the process of forming cabinet and analyzes the cabinet members of Qian Nengxun cabinet.By discussing how to break through the obstacles of the anfu system in the establishment of the Qian Nengxyn cabinet,and analyzing the factions and educational backgrounds of the cabinet members,thereby discusses the reasons for the formation of the cabinet.The third chapter mainly investigates the internal policy of Qian Nengxun's cabinet.The Qian Nengxun cabinet adhered to the policy of "civilized governance".On the political front,it organized the second south-north peace talks in modern China;On the educational front,according to the new situation after the World War l,the cabinet held educational conferences and introduced new educational policies;On the economic front,set up various institutions and encouraged the development of industry;On the social governance front,developed health and epidemic prevention programs actively,prohibited the circulation and consumption of opium strictly,and suppressed banditry in local provinces strictly.By analyzing the policies of the cabinet on politics,education,economy and social governance,trying to present how the cabinet can improve the internal affairs of the country fully.The fourth chapter mainly investigates the diplomatic measures of the Qian Nengxun cabinet.The Qian Nengxun cabinet was established after the World War I.This chapter discusses Qian Nengxun cabinet celebrate the victory of World War I,the decision process of the signing of the Peace treaty with Germany at the Paris Peace Conference,the change of attitude before and after dealing with enemy aliens,and carried out a new foreign policy of equality with the non-contractual countries,thereby discussing how did the cabinet handle major diplomatic affairs.The fifth chapter mainly investigates the reasons for the fall of the Qian Nengxun cab inet.This chapter mainly discusses the process that the Qian Nengxun cabinet had to resign after the difficulties in the south-north peace talks and the maltreatment in the May 4th movement.To summarize,through the discussion of the above five chapters,it is expected to learn as much as possible about the political events that Qian Nengxun had participated and the deed and improper place in the informal and diplomacy affairs of the Qian Nengxun cabinet,and evaluate the Qian Nengxun cabinet that also named "the civilian cabinet"under the constraint of military force objectively.
