Research On The Response To Major Epidemics From The Perspective Of National Governance Modernizatio

With the rapid development of China's economy and society,all kinds of social risks and challenges,including major epidemics,have emerged one after another since the beginning of this century.Major epidemics are of sudden,highly infectious and destructive nature.Once they happen,they will cause great damage to people's health and life safety,as well as the smooth operation of the whole economy and society,and cause serious social panic.The modernization of state governance is the goal of comprehensively deepening reform proposed by the Third Plenary Session of the 18 th CPC Central Committee.The Fourth Plenary Session of the 19 th CPC Central Committee specially studied how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.As an important part of state governance,the response effect of major epidemic has an important impact on the realization of the modernization of state governance.The outbreak of the COVID-19 pandemic in early 2020 was a major test to our governance system and capacity.This test not only fully demonstrated the significant advantages of China's socialist system,but also exposed the main deficiencies of China's state governance system and governance capacity.Therefore,it is of great and practical significance to study how to deal with the major epidemic situation from the perspective of the modernization of state governance,and constantly improve China's system and capacity for governance.Taking the prevention and control of COVID-19 pandemic as an example,this paper analyzes the relevant theoretical and practical problems of major epidemic response from the perspective of the modernization of state governance,combining Marx's health and epidemic prevention theory and risk society theory.The article consists of an introduction and four chapters.The introduction describes the background,significance and research status of the topic.The first chapter defines the relevant concepts of major epidemic response,and expounds the relevant theoretical basis.The second chapter analyzes the current situation of China's response to major epidemic by reviewing the prevention and control practice of COVID-19 pandemic.The third chapter analyzes and summarizes the main advantages and disadvantages of China's response to major epidemic from the perspective of the modernization of state governance.The last chapter puts forward the corresponding improvement measures for the deficiencies in the epidemic response,aiming to further promote the modernization of state governance by strengthening and improving the major epidemic response.
