As an important component of human capital, healthy human capital is not only conducive to personal health and future development, but also to the economic development of the country. However,in the ethnic minority areas of western China, due to the relatively poor living environment, relatively lack of health resources and insufficient health investment, people's health knowledge and health behaviors are poor, and their health conditions are also poor.Improving the health status of ethnic minority students in the west will not only increase personal income in the future, but also promote economic development in the western region, thereby promoting social harmony and stability.According to the "Knowledge,Belief and Action" theory of health education(KAP),the way to change an individual's health can be divided into three steps:changing knowledge, beliefs and behaviors. Therefore, health intervention can be improved through health interventions that change knowledge, beliefs and behaviors. In view of the particularities of ethnic minorities and ethnic minority areas, there are still many issues that need to be clarified on how to improve the health status of ethnic minority students.Which intervention is the most effective way to improve the health of minority students?Compared with Han students, minority students have different cultural concepts and ability to accept new knowledge. Is it better to directly change students' health habits than to improve knowledge?Considering the limited social resources and the relatively backward economic situation in the western ethnic minority areas,in addition to considering the effectiveness of the intervention, the implementation cost of the project needs to be considered.Which intervention method can achieve better results with lower costs? Therefore, this article analyzes the effects of the three health interventions in western minority areas, determines the most effective health interventions explores the mechanism of the three interventions, analyzes the cost-effectiveness of the three health interventions and identify the most economical intervention. Thus provide a reference for policies to improve the health status of students in ethnic minority areas in western China. This article is based on an evaluation of the impact of a health intervention program for primary and secondary school students in S City in 2016,Qinghai Province, conducted by the Center for Experimental Economics in Education of Shaanxi Normal University.A total of 54 schools and 6,656 students were investigated.Collect basic information about students, their health, and basic information about schools and classes through questionnaire survey.Based on the above data, first describe the current health status of students in ethnic minority areas in the west;second, use OLS regression models to analyze the effects of different health interventions on health status, and then analyze the impact of health interventions on health knowledge and behaviors to explore different mechanism of the intervention, using the Propensity Score Matching(PSM)method to test the robustness of the effects of different health intervention methods, and using a heterogeneity analysis method to analyze whether the physical examination results are informed and whether the parents are involved in student health differences in impact;finally,by calculating and comparing cost-effectiveness of different health interventions to make priority investment choices when social resources are limited.Based on the above analysis, the conclusions of this article are as follows:(1)Among the three health intervention methods," School Free Medical Examination" is the most effective."School Free Medical Examination" can significantly improve students' health knowledge, health behaviors, students' self-assessment health status and their actual health status.(2)The "School Free Medical Examination" is more effective for students who know the results of the medical examination and parents' participation.(3)" School Free Medical Examination " is the most cost-effective way of the three interventions. To increase the health behavior of students by 10%,"distribute health items","train health teachers",and "School Free Medical Examination" need to invest 531.77 yuan,170.06 yuan, and 78.28 yuan each year."School Free Medical Examination" is the most costeffective The intervention method;through the "School Free Medical Examination ",investing 33.46 yuan per student per year can reduce the probability of students suffering from common diseases by 10%..Based on the above analysis and conclusions, the author puts forward the following suggestions:(1)Develop health programs for free medical examinations to improve students' health."School Free Medical Examination" is an effective and cost-effective intervention that can not only improve students' health knowledge level, develop good health habits, but also improve students' health status. At the same time, attention should be paid to the notification of students' physical examination results to encourage parents to actively participate.(2)Focus on the improvement of traditional health interventions. In the future, when implementing traditional health intervention projects, pay more attention on strengthening the effectiveness of the project. For "Distribute Health Items"project, should strengthen the supervision of students' use of health items. For "Train Health Teachers",should enhance the effectiveness of teachers training, simplify train content and promote the understanding of students for health knowledge.
