With the continuous growth of new car sales,the number of cars is increasing,and the volume of second-hand cars is making new breakthroughs.In the past eight years,China's used-car market has achieved a compound annual growth rate of more than 22%.According to the 5th issue of China science and technology information,from 2012 to 2018,the sales volume of second-hand cars in China increased from 370,000 to 13.82 million,an increase of 37 times.China's second-hand car market started late in the 1990 s,and the three stages can be roughly divided into the embryonic stage,the preliminary development stage and the stage of rapid and steady growth.The development of second-hand car market is accompanied by the development of second-hand car system.However,the development of the system is still relatively backward and slow compared with the development of the market.Therefore,the policies and systems related to the second-hand car market are extremely imperfect,which restricts the development of the second-hand car market in China,leading to market failure and serious information asymmetry.Based on the theoretical analysis,it is found that the problems restricting the development of secondhand car market mainly focus on the following aspects:First,low degree of market standardization,lack of government constraints and supervision.Second,the secondhand car appraisal system is not perfect.Third,the restriction of consumer consumption concept and preference factor.By summing up the domestic scholars' research on the second-hand car market,it is found that the suggestions on the second-hand car market mainly focus on improving the second-hand car tax system,establishing the second-hand car appraisal and evaluation platform and training the second-hand car professionals.It is rare to put forward detailed and detailed measures and suggestions on the development of secondhand car market from the perspective of government and consumers by combining practical second-hand car cases.This paper analyzes the problems of second-hand car market by combining with the theoretical basis,expounds the social,economic and environmental benefits of improving the development of second-hand car market,and analyzes its reference significance to the development of second-hand car market by combining with the actual cases of second-hand car enterprises.Finally,the paper introduces the focus of the second-hand car market from the practical problems,put forward a sound second-hand car market development path and measures.Second-hand car market,as the core of second-hand car market in China,should be further standardized,so the government should strengthen the supervision and guidance role,the government should strengthen the second-hand car market selfsupervision,credit supervision and mass media supervision.Self-supervision is internal force,credit supervision and mass media supervision is external force,internal and external combination can jointly regulate the operation of second-hand car trading market.At the same time,for second-hand car enterprises,the government should improve the evaluation system of second-hand cars,and gradually standardize the business model and business process of second-hand car enterprises,so as to realize the fair tax burden and improve the pre-sale and after-sales service of second-hand cars.As the backbone of the second-hand car market,consumers should strengthen the psychological analysis of consumers to promote the second-hand car trade.And in the aspect of consumer propaganda and guidance,we should pay attention to consumers' sensitivity to price and guide consumers to set up a correct consumption concept.Finally,the information asymmetry problem faced by consumers in the second-hand car market is solved.The government,used-car enterprises and consumers are the core participants of the used-car market.By discussing the countermeasures of the sound used-car market,the author hopes to arouse the attention of the public on the used-car market,attract more professionals to study the used-car market,and finally contribute to the market and the profits of the three.
