As a major pillar industry in China,the construction industry covers a wide range of industries,and the number of enterprises in the industry is also very large.In recent years,due to the reform of the construction industry and the further deepening of the contradiction between market supply and demand,the degree of competition between Chinese construction enterprises is also constantly improving.The oversupply has left many construction companies with no choice but to lower their bid prices to gain opportunities,as a result,this further leads to the profit margin available to the company has been continuously compressed.At present,the management level of Chinese construction industry in terms of quality safety and technology has been greatly improved,but the existing cost management system still cannot meet the current competitive environment.Therefore,construction enterprises only by breaking through the inherent and backward cost management system can stand out in the fierce competition and seek better development.As a state-owned construction enterprise,H Company has relatively rigid internal management and more serious problems.If H wants to get a place in the fierce market competition,the best way is to constantly improve the internal management system,scientific and reasonable implementation of enterprise cost control strategy,in order to achieve effective control of project cost,so as to help the company obtain advantages in the current competitive environment.The research on the whole process management of engineering project cost based on the value chain provides concrete ideas for improving the cost management level of construction enterprises.This paper selects H Company,a state-owned construction enterprise,as the research object,detailed elaboration was made on the value chain theory,cost management theory and process-oriented incentive theory,and relevant value chain analysis was conducted according to the current situation of H Company.Through the case study,from the perspective of value chain,H Company has problems in the whole process of cost management in terms of organization,implementation and assessment.This paper designs a cost control improvement scheme for the existing problems of H Company.This scheme starts from the aspects of organization,formulation,implementation and assessment,and puts forward specific improvement measures for the whole-process cost management of H Company.Meanwhile,it also puts forward Suggestions for the whole-process cost management assessment of H Company,at the same time,it also puts forward specific improvement measures on the cost whole process management assessment ofH Company.Finally,the implementation of the scheme will enhance the market competitiveness of H Company,at the same time,it also provides appropriate cost control schemes for similar enterprises for reference.
