The papermaking and paper product industry is the main target of emission reduction and its waste water discharge totals about 4 billion tons,making it a main source of industrial waste water.The sector is facing such problems as high standards of reducing emission of major pollutants(COD and ammonia nitrogen)and heavy tasks of emission reduction.It will be very difficult to meet the target of water contamination control.Solution to those problems requires policy sup-port from the central and local governments as well as support from rational technological and economic policymaking.As the core of the technological and economic policymaking,study and establishment of a rational pollution control investment and operation model for the papermaking and paper product industry play an important and significant role in water contamination control and plan-ning of the sector.This article systematically analyzes the research results of current water contamination control cost models both at home and abroad.Based on the re-search of current domestic water contamination control cost models for the pa-permaking and paper product industry,the author decides that this research is oriented to the papermaking and paper product industry and aims to establish a macro research-oriented water contamination control cost model for the paper-making industry and production of paper products that targets at different treat-ment scales and treatment efficiency levels.This article takes the national pollution source census as the base data and,through reorganization and screening,arrives at 6,072 sample data for waste wa-ter treatment facilities in the papermaking and paper product sector(5,537 enter-prises).Using variance analysis and correlation analysis,this article further ana-lyzes and studies the key factors that have been found to have an effect on water contamination treatment facility investment and operation costs of the paper-making and paper product industry.Results show that the correlation between waste water treatment scale,COD removal rate and investment and operation costs is the most significant and they are included in the model as explanatory variable.Moreover,the effects of treatment technique,nature of enterprises,type of sub-industries and corporate locality on the costs are also significant and they are included in the model as modifying variables.Through analysis of the variable selection and application in domestic and overseas water contamination control cost models,and considering the orienta-tion of this study,a water contamination control investment and operation cost model for papermaking has been established based on power function model with modifying factors of cost-scale(treatment volume),pollutant removal rate,or ratio of pollutant entry concentration to that of exit,and corporate specialty,as variables.The method of stepwise least squares regression has been used to establish such a model for the papermaking and paper product industry.SPSS software is used to estimate parameters and conduct statistical and econometrical test of the model.The result shows that investment in the waste water control and operation cost of the sub-sector of pulp production are higher than those of other sub-sectors and the investment and operation cost of physical process is the lowest;foreign enterprises have had the highest costs,and the cost of waste wa-ter treatment investment and operation of private enterprises is significantly lower than thate of other enterprises;that of eastern regions is higher than those of middle and western regions.Based on the resulting model for water contamination control investment and operation costs in the papermaking and paper product industry,the unit in-vestment and operation cost of waste water treatment and the marginal treatment costs of unit waste water and COD reduction can be calculated.Results show that the unit investment and operation cost and the marginal cost of waste water treatment have decreasing return to scale.The results also show that the marginal cost of pollutant treatment increases rapidly as exit concentration decreases and,moreover,the limit of the exit concentration of pollutants has a significant effect on the cost of pollutant treatment.This article,from a macro perspective,quantitatively studies waste water treatment investment and operation cost of different scales and treatment levels for the papermaking and paper product industry.It also figures out the main fac-tors that have an influence on the study.Its conclusion provides reference and lessons for the construction and operation of waste water treatment facilities in the industry and provides technical support for the economic decision-making concerning study and devising of water contamination control techniques.
