Localization Transformation And Quantitative Assessment For Sustainable Development Goal 15 (SDG 15) At The County Scale

The framework of the United Nations Sustainable Development Goals(SDGs)provides a guidance and direction for global sustainable development.The SDGs Global Indicator Framework(SGIF)is the main means to evaluate the level of sustainable development,and the results of the SDGs indicators can show the practice progress of regional sustainable development and point out the problems.The refined evaluation with suitable scale is particularly important for local actions in small-scale areas.However,in the Sustainable Development Goal 15(SDG 15)indicator system,the relationship between goal and indicators is ambiguous,and the results of the indicators cannot be visualized to show the differences within regions.Moreover,its design scale is country-oriented,which suggests that the indicator system cannot be applied directly to the county levels.In light of these issues,by analyzing the contents and reforming the indicators of SDG 15,this paper formed an indicator system of localization based on geospatial information.Taking Deqing County,China as the research area,this paper quantified and showed the spatial-temporal change of each indicator in Deqing,and evaluated the progress and level of Deqing in SDG 15.The main research contents and conclusions are as follows:(1)This paper deeply analyzed the theme and design connotation of SDG 15 index system,and clustered its targets and indicators into three categories:Sustainable forest management(including indicators 15.1.1,15.2.1,15.4.2 and 15.b.1),Halt and reverse land degradation(indicator 15.3.]),and Conservation of biodiversity(including indicators 15.1.2,15.4.1,15.5.1,15.6.1,15.7.1,15.8.1,15.9.1,15.a.1 and 15.c.1).(2)Considering the actual situation of the research area and the availability of data,four modalities of localization(Indicators Adopted(A),Indicators Extended(E),Indicators Revised(R)and Inapplicable Indicators(I))were adopted to make a localization judgment and reform for each indicator,this paper formed an indicator system of localization.(3)Using Landsat,MODIS remote sensing data,vector data and statistical data,etc.,this paper quantified each indicator reformed based on random forest model,CASA model,invest model and other remote sensing models and methods,and showed the internal details and spatial changes of the indicators results in the county scale area.(4)This paper analyzed the temporal and spatial changes of the indicators results,and gave the grade and score of each indicator according to the relevant references.From 2012 to 2017,in Deqing,the forest area and forest coverage rate showed a trend of decreasing first and then increasing,with an average change rate of-0.62%.Crop yield per unit area in Deqing was high and stable,but 15.3.1a and 15.3.1b showed that there was a certain degree of land degradation in Deqing,and the vegetation situation was unstable.In the content of Conservation of biodiversity,the indicator 15.1.2 was 80.68%?86.96%and indicator 15.4.1 was 92.27%?93.57%from 2012 to 2017,which were higher than the world average.Among the evaluation results of SDG 15 indicators in Deqing County,7 indicators are in the green(excellent)level.The score of SDG Index for SDG 15 is 73.6 points,indicating that Deqing County's practice progress in SDG 15 is in the position of 73.6%of the world's worst to best situation in the same period,and the comprehensive ranking is good.The quantitative results of this paper provided a reference for its future planning and sustainable development of natural resources of terrestrial ecosystem.
