| Incentive is the key means to realize the optimal allocation of human resources,and incentive system is the connecting means for organizations to transform lofty ideals into concrete facts.In the new era,local colleges and universities are facing new strategic choices.How to play the role of incentives system in the development of local colleges and universities is a high-value issue in the personnel reform of local colleges and universities.This paper uses the methods of questionnaire,literature review and on-the-spot interview,combined with the educational policy under the background of the new era,to explore the problems existing in the faculty incentive system of a local university.Firstly,it focuses on the breakthrough direction and reform path of staffing incentive bottleneck,as well as the structural optimization design of increment and stock in staffing management,so as to maintain the vitality of staffing incentive and staffing management;Secondly,according to the current situation of a local university,such as the lack of incentives and constraints,in-depth analysis of the flexible use of allowance incentives in the incentive assessment and evaluation mechanism and the campus reform design of the diversified appointment system,and do a good job in the top-level design in encouraging faculty and attracting talents;Thirdly,according to the requirements of relevant documents and policies,the paper puts forward the teacher performance evaluation mechanism and implementation path that meet the school development orientation;Finally,it discusses the quantitative evaluation of teachers’ ethics and style,constructs a long-term construction mechanism of teachers’ ethics,and puts forward that we should pay attention to the role of Party building in leading the construction of teachers’ ethics and style in combination with the work of Party building.From the case to the reform of incentive system in local colleges and universities,the following suggestions are put forward: the principle of reform should adhere to the party’s management of talents and give play to the leading role of Party building;At the same time,the focus of incentive reform shall be clearly defined based on the needs of national and social development.In the process of reform,we should adhere to the principles of Combining Leniency with strictness,overall consideration,coordination and order,accurately position and stimulate reform needs,and promote the smooth implementation of reform measures in combination with actual conditions;In addition,the reform of incentive system must also pay attention to spiritual incentive,improve the construction of long-term mechanism of teachers’ ethics and style,strengthen internal and external guarantee and implement task supervision.Under the background of the new era,the management system reform of local colleges and universities in China has mature external reform conditions and gradually complete macro policy guarantee system.Under the major deployment background of giving priority to the development of education,accelerating the modernization of education,building a strong educational country and running education to the satisfaction of the people,research ideas around "continuously deepening the reform of higher education system and mechanism" have emerged one after another,which not only reflects the changes in the current reform and development priorities of local colleges and universities,but also lays a public opinion foundation for "building a high-quality education system" during the "fourteenth five year plan" period.Therefore,local colleges and universities should grasp the opportunity of reform in the new era,stick to the direction of taking root in local universities,improve the governance level in the reform of system and mechanism,establish a more scientific education evaluation system,and constantly deepen the management reform led by the incentive system.We will resolutely overcome the stubborn malady in the incentive system for teaching staff,and fundamentally solve the problem of incentive for teaching staff by educational evaluation. |
