As an important carrier to promote the realization of human resource value,employment guidance service system has attracted increasing attention from higher vocational colleges.It has become a significant organizational power to promote the rational allocation and effective flow of higher vocational students,and the matching of talent training and social posts.At present,there are some issues and shortages in the employment guidance service system of higher vocational colleges,such as social participation,collaborative education,consummating the school running pattern,etc.Based on the existing research results,cutting in from the basic concepts of higher vocational colleges,employment guidance and its service system,this paper elaborates five subsystems and operation of employment guidance service of Lanzhou modern vocational college,namely: the organization system,policy system,employment guidance curriculum system,employment information service system and graduate tracking feedback and evaluation system.This paper combs and summarizes its functional orientation,connotation responsibility and operation mode.On this basis,using the holistic governance theory,this paper analyzes the running troubles existing in the current employment guidance service system of Lanzhou modern vocational college from five dimensions,namely: the problems of unclear role construction,deviation in function performance and insufficient service ability in the governance subject,imbalance between supply and demand of employment guidance service in the governance content,the imbalance of weight in the employment guidance curriculum system,the insufficient personalized employment guidance of graduates’ missing in tracking,feedback and evaluation,the weak horizontal cooperation among multiple subjects in the governance path,the fragmentation of vertical management and poor public-private cooperation at the two levels of colleges and departments,the insufficient data management in governance means,the low sharing of information resources,the lagging of platform architecture construction,lack of service standardization,the single way of performance appraisal and the ineffective supporting guarantee measures in terms of governance objectives,and analyze the causes of the Running troubles.Around running dilemma and its restricting factor,this paper puts optimization strategy from five dimensions,that is;establish the concept of overall governance by implementing full coverage vocational guidance education,reshaping the student-oriented service philosophy,rebuilding a professional employment guidance team,etc;Build an overall governance system by forming a whole process employment guidance system,promoting the reform of talent training mode oriented by employment and social needs,implementing personalized employment guidance services,enriching the integrated employment guidance content system,and improving the graduate tracking feedback and evaluation system;Establish a multi-subject governance mechanism by establishing a multi-department coordination and linkage mechanism,improving the two-level vertical management system of colleges and departments,and improving the public-private collaborative work mechanism;Strengthen the information construction of employment guidance services by promoting the data management of employment guidance,improving the information integration mechanism of employment resources,and improving the work platform of employment guidance services;We will strengthen the standardization of employment guidance services by promoting the standardized management of employment guidance,improving the performance appraisal system of employment guidance and the security mechanism of employment guidance services.Through these countermeasures and suggestions,we hope to explore a new path for the optimal development of the employment guidance service system of Lanzhou modern vocational college,and provide some ideas for promoting the healthy,coordinated and sustainable development of higher vocational education and promoting the transformation and upgrading of local economy.
