Since the Economic reform and opening-up,Chinese-foreign cooperative education have developed rapidly,both in quantity and quality,and become an important part in the process of internationalization of higher education.After several decades of exploration,the cooperation between Chinese and Japanese universities has been developing vigorously in the aspects of mode,scale,field and level.Both China and Japan belong to the "East Asian Cultural Circle",and are highly developed in economics,science and technology,education.With the frequent communication,cooperation in running schools should play a leading role.The study of Chinese-Japanese cooperation in running schools has practical value for speeding up the process of internationalization of higher education,optimizing the introduction of high-quality educational resources,improving the quality of training international talents,and promoting the development and reform of education in China.Today,Chinese-Japanese cooperation in running schools is also faces challenges in system construction,education quality,and resource integration.We should focus on the inside,explore the development of Chinese-Japanese cooperation in running schools,and try to propose governance countermeasures for Sustainable development.This research will interview some related people,who are in charge of Chinese-Japanese cooperative education institution and projects.Through the study,the following problems are founded.First,government leadership and supervision need to be improved.Second,lack of decision-making power of Tertiary Colleges in School-running.Third,the internal decision-making of school running subjects is inefficient.Fourth,the role of teachers and students in democratic supervision is not enough.Fifth,social forces are not invested enough in joint governance.Lacking of laws and regulations,lacking of school autonomy is still the main reasons.The internal governance authority is not clear,the democratic supervision mechanism is not smooth,and the social participation in governance is limited.This paper puts forward the following countermeasures: First,guide the participation of multiple subjects to build a win-win cooperation;Second,clarify the functional orientation of various governance subjects in practice,jointly undertake governance responsibilities and promote development;Third,combine with multi-method and multi-mean to improve the system and norms,and manage the school according to law;Fourth,optimize the governance structure from the structure,improve the governance ability,lead the modernization of educational governance and improve efficiency.Based on the theory of Co-governance,this paper takes the Chinese-Japanese cooperative schools and projects to sort out the current development status,find problems and causes,and try to put forward countermeasures from the perspective of governance in order to optimize the governance environment of Chinese-Japanese cooperation in running schools.
