| Sports associations are an important subject to promote the modernization of China’s social governance ability and sports governance system.Under the general direction of comprehensively ruling the country by law,the legalization of sports associations is an inevitable choice to solve a series of existing legal problems of sports associations in China.The economic level of Panzhihua City is at the forefront of Sichuan Province.Panzhihua Municipal government attaches great importance to the development of sports undertakings,takes the development level of sports associations as one of the standards to measure the development of sports undertakings,and actively promotes the decoupling of sports associations in Panzhihua City under the background of association reform,which creates an opportunity for the development of sports associations in Panzhihua City.As a city level Sports Association,the development of Panzhihua City is very critical.It should not only implement the national and Sichuan provincial policies and regulations on sports associations,but also promote its own capacity-building and make a demonstration for county and township level sports associations.In the process of development,it should clarify the main legal issues related to sports associations,grasp the basic direction of legalization development and take the road of legalization construction.Through the investigation and Research on the legalization construction of Panzhihua Municipal Sports Associations,this paper understands its real development status,finds out the existing problems,provides suggestions and Countermeasures for its legalization construction and development,and also provides reference for the legalization construction of other Prefecture and municipal sports associations.This paper studies the current situation,existing problems and improvement of the legalization construction of municipal sports associations in Panzhihua City by using the research methods of literature,questionnaire,interview with experts,mathematical statistics and logical analysis,and draws the following conclusions:（1）It provides a series of legal basis for the legalization of Sports Association Construction in China,and points out the inevitable trend of Sports Association Construction under the rule of law.（2）This paper investigates and analyzes the current situation of the legalization construction of Panzhihua Municipal Sports Associations from the aspects of law enforcement,internal governance（Association charter,internal organization,association decision-making,finance,employment,information disclosure and other systems）,responsibility performance and dispute relief.Panzhihua Municipal Sports Associations have completed the decoupling reform and gradually standardized and legalized.（3）Panzhihua Municipal Sports Associations still have the following problems:the current relevant laws and regulations are not perfect;Weak law enforcement force and single supervision means;Poor information disclosure channels;Weak autonomy and hindered development;The concept of rule of law is weak and lacks construction power.（4）In view of these problems existing in Panzhihua Municipal Sports Associations,this paper puts forward the following countermeasures: changing the legislative concept and perfecting laws and regulations;Strengthen law enforcement and enrich supervision means;Strengthen information disclosure and dredge social supervision channels;Strengthen capacity-building and promote the guarantee of the rule of law;Improve the concept of the rule of law and form a good atmosphere of the rule of law. |
