| Since entering the technology 2.0 era,talent competition has become the core issue of technology competition.In developed countries,the talent policy is superior,thus gaining talent competitive advantages in terms of technology,capital provision,information and market conditions.In China,the number of young talents in universities has become an important factor affecting the competitiveness of universities and even the entire region.As an important capital city in the west,City X has a large number of higher education institutions,many of which are world-class universities.It should have an advantage in the core competitiveness of young talents.But the reality is that colleges and universities in City X are generally faced with the problem of intense turnover of young talents.The transfer of talents is the result of a combination of many factors,and it is a manifestation of the optimal allocation of human resources.However,the excessive turnover of talents has an adverse effect on regional development.For colleges and universities,the excessively fierce turnover of young talents will have a major adverse effect on the normal teaching and scientific research activities of colleges and universities.Therefore,it is very realistic and urgent to identify the important factors affecting the flow of young talents in colleges and universities from the many factors that affect the flow of talents and put forward a stable strategy based on the research results.Taking the transfer of young talents from universities in City X as the research object,through empirical analysis,it is found that environmental dimensions,team dimensions,organizational dimensions,policy dimensions,and cultural dimensions have an impact on the short-term transfer willingness of young talents from universities in X city.For young teachers,the stimulus factors for their short-term circulation mainly come from sudden changes in the external environment,such as the preferential policies of external schools and the reform of the talent development mechanism.Environmental dimensions,team dimensions,policy dimensions,and cultural dimensions have a significant impact on the long-term transfer willingness of young talents,while organizational dimensions have no significant impact on the long-term transfer of young talents.For young talents,the stimulus factors for their long-term circulation mainly come from the professional planning and promotion requirements of young talents.To a certain extent,the short-term and longterm transfer wishes of young teachers in X city colleges and universities have a certain degree of blind obedience.Reasonable policy orientation and organizational behavior education can reduce the irrational circulation of young talents.Based on empirical research,strategies for stabilizing the circulation of young talents in colleges and universities in City X are proposed:(1)Increasing subsidies for young talents in colleges and universities.Including the X city government’s special funds to subsidize each faculty and staff meeting the standards of young talents in colleges and universities.(2)Adjust the governance structure of universities in city X.The team environment of young talents in universities in City X can ensure that young talents are valued through the adjustment of the governance structure.Strengthening its technological mastery is an important direction for retaining talents and young talents.(3)Improve the employment system.On the one hand,the employment system should be open and transparent,and on the other hand,it should keep up with the latest demand for young talents.(4)Improve the publicity and implementation speed of the youth talent policy. |
