With the slowdown of economic growth and the acceleration of population aging,the pressure on the operation of China’s social security fund and the social security system is increasing continuously.Therefore,the transferring the part of the state-owned capital and its income to enrich the social security fund is regarded as an important means to relieve the pressure on the expenditure of the social security fund and improve the social security financing system.The current plans include two types:"equity plans"involving changes in state-owned equity and "non-equity plans" that only distribute state-owned capital income.Among them,the equity transfer plan that is being vigorously promoted is the latest achievement of the "equity plans" and is supported by many scholars.However,the "equity plans" has suffered many setbacks in reality and has inherent drawbacks such as excessive administrative intervention.So,it is not the best plan.At the same time,although the "non-equity plans" has not received due attention for a long time,it can avoid the problems of the "equity plans" and exert practical effects in practice.Therefore,this paper takes enriching social security fund by operation income of state-owned capital as the research object and conducts research on its necessity and feasibility.On this basis,through theoretical analysis of its legal basis and comparative research on relevant domestic and foreign systems,the problems of "equity plans" and "non-equity plans" are pointed out.Furthermore,this paper puts forward a preliminary idea based on the "state-owned capital operation budget plan" constructed by the state-owned capital operation budget.Hope to help improve my country’s social security fund and social security system.
