Research On The Countermeasures Of The Floating Population In Basic Old-age Insurance In Harbin

China is the largest country in the population in the world,as in the ’60 s and 70 s two generations the growing of the age,population aging problem also gradually increase,more highlights the importance and necessity of the basic old-age insurance,basic endowment insurance has become to maintain social stability,protect the interests of citizens,the important content of improving the quality of pension.At the same time,with the continuous development of economy and society,people’s demand for a better life is increasingly strong,leading to the increasing number of floating population.According to the "China’s floating population development report 2018",the number of floating population in China will be 244 million in 2018.The increase of floating population objectively promotes the development of China’s overall economy,but at the same time,it also brings about new social problems and citizen security problems.In particular,the basic endowment insurance of floating population has become an important topic that needs to be improved in the current and future period.This paper takes the floating population in Harbin as the main research object.Starting from the theories related to the basic endowment insurance of the floating population,it firstly sorts out the research contents related to the basic endowment insurance at home and abroad,and draws on its research experience to find the entry point and key points of this study.Secondly,the current floating population in Harbin and its participation in the local basic endowment insurance were counted,so as to have an objective and comprehensive understanding of the research object and content.Then it focuses on the analysis of the current main problems,that is,the overall participation level is generally low,the difference between urban and rural hukou participation is large,the inflow population participation ability is weak,the outflow population participation proportion is small,there are repeated participation situation.Finally,combined with the Harbin city economic situation and condition of the floating population,respectively,puts forward to establish and perfect the system of ginseng protect policy of the floating population,narrowing the difference of primary endowment insurance of urban and rural registered permanent residence,improve flow population the ginseng protect service support,expand the outflow of population registered ginseng protect service coverage,improve the level of knowledge of primary endowment insurance of the floating population13 four aspects specific improvement measures.The main purpose of this paper is to gradually improve the participation rate and quality of the floating population by studying the ability of the floating population to participate in the basic endowment insurance,the service and guarantee measures,so as to guarantee more floating population to be supported and supported by the elderly,and comprehensively improve the basic guarantee and life satisfaction of the floating population.
