| When high vocational education is an important part of our country’s education system,it is an important force to promote the country’s economic transformation and development,which is responsible for training highly skilled personnel for economic and social development.Guangxi higher vocational education characteristic disciplines and practical training ground is to further strengthen the construction of disciplines and practical training ground in Guangxi region vocational colleges,for Guangxi’s economic development to provide a reliable talent force,to promote the regional economic development of Guangxi and carry out important projects.Under the background of the construction of Beibu Gulf Economic Zone and ASEAN Free Trade Areaasean and Pearl River-West River economic belt,about 200 majors in the region have completed the project review since 2015,but whether these professional construction plays its due effectiveness,how the colleges-government-enterprise in the construction to assume their due responsibilities and obligations,and how to promote the construction of majors to service area economy,all need due attention.This paper combines factor analysis and DEA analysis to analyze the construction of efficiency of 18 higher vocational education disciplines and practical training ground projects in 2016-2017.Because of the special requirements of DEA analysis for the number of indicators,the paper uses factor analysis to extract key indicators from multiple input and output indicators,we construct a streamlined and representative efficiency evaluation index system.The analysis result indexes two input indicators include teacher input and hardware facilities,three output indicators include teaching and scientific research achievements,talent training results and social service achievements as the indicator system of DEA.On the basis,the technical efficiency,pure technical efficiency and scale efficiency of construction of the high vocational education disciplines are evaluated by the data envelope analysis method.The results show that the mean comprehensive efficiency of 18 higher vocational education disciplines,and only three disciplines have achieved ideal efficiency,and that the rest of the majors still need to be optimally configured for waste in the use of resources or unreasonable scale.The slack variable analysis result shows the a discipline is insufficient in the investment of hardware facilities,two disciplines are insufficient in the teacher investment,five disciplines are insufficient in the output of scientific research and teaching is insufficient,a discipline is insufficient in the output of professionals,four disciplines are insufficient in the output of social service.In the regional economy of high vocational education disciplines under the Triple Helix theory,the lack of government functions,the lack of service consciousness and ability of colleges,the lack of vitality and motivation of enterprises and so on.Finally,With the guidance of the Triple Helix theory,it is found that in the process of the construction of high vocational education characteristic disciplines,the government-university-enterprise three-party joint effort,but there are still problems such as the absence of government functions,the lack of service consciousness and ability of colleges and universities,and the lack of vitality and motivation of enterprises.Therefore,the government should actively assume its own responsibilities and obligations,colleges and universities to strengthen regional service awareness and capacity,enterprises to strengthen the depth of professional construction of demonstration characteristics,reduce the waste of resources in professional construction,improve construction efficiency. |
