The private colleges and universities that began to appear in the 1980s in my country have become an indispensable part of the domestic university education system after decades of development.Due to the implementation of territorial management,since the implementation of the "Private Education Promotion Law of the People’s Republic of China" in 2002,local governments have issued detailed policy guidelines and requirements based on the specific conditions of local private colleges in order to encourage and guide the compliance operation of local private colleges.Promote the progress of private education.Nowadays,domestic private colleges and universities have gone from a period of replenishing vacancies to a period of rapid development.In this period of coexistence of opportunities and challenges,private education needs to grasp development opportunities as well as meet new challenges.Judging from the current operating status of private colleges and universities in Sichuan Province,the policy support provided by the government still has problems in the establishment,implementation,evaluation,and supervision,which hinder the development of private colleges and universities to a certain extent.In the theoretical analysis,this paper uses collaborative governance theory,public participation theory,and education equity theory as the theoretical basis,establishes a theoretical analysis framework based on the theory,and combs related literature,while defining the core concepts.In the analysis of the current situation,combing the support policies of the past ten years,and using the method of questionnaires,with some private college teachers in Sichuan Province as the main target,focusing on the investigation and analysis of the problems arising in the support policies of the Sichuan provincial government.The final conclusion is: the first policy formulation is not perfect enough,the second policy supervision is not sound enough,and the third policy implementation is not in place.Based on the above analysis of the current situation and the conclusions of the problem research,combined with the advanced experience of other provinces and cities in China,the following policy recommendations are made for this article using the theory of education equity: First,on the basis of the theory of education equity,continue to insist on innovation,development,and equity The second is to improve the government’s support policy procedures from the perspective of public participation theory,including financial support,legal support,and personnel support;the third is to optimize the government’s supporting support policies from the perspective of collaborative governance theory,including sound supervision Mechanism,broaden financing channels,and implement classified management.The research advancement of this article has enriched related theoretical researches on education equity theory and public participation,and provided policy references for the optimization of government support policies for private universities in Sichuan Province.We can expect the development of private universities in the future.
