The Implementation Study On "Kindergarten Safety Risk Prevention And Control" Policy

Our country incorporates the safety of schools and kindergartens into public security and comprehensive management of social security,puts forward a new concept of "safety risk prevention and control",and is committed to build a safety risk prevention and control system for schools and kindergartens.The realization of the policy goal of "Prevention and Control of Kindergarten Safety Risks" is inseparable from the effective implementation of this policy.Under the background of the modernization of China’s education governance,it is of certain theoretical and practical significance to study the current situation of the policy implementation of " Kindergarten Safety Risk Prevention and Control ",analyze the practical difficulties and reasons of policy implementation,and provide feasible strategies for the realization of " Kindergarten Safety Risk Prevention and Control " policy from the ideal to reality.By using two theories,those are Smith policy implementation process model and Holistic Governance theory,through literature analysis,questionnaire and interview methods,based on 8 kindergartens in City Xuancheng,this research finds some conclusions:Xuancheng’s "Kindergarten Safety Risk Prevention and Control" policy has achieved certain implementation effectiveness: The policy group of " Kindergarten Safety Risk Prevention and Control " has been initially formed,the actuators’ regular actions have run regularly,the safety risk control mechanism has been continuously improved,safety as "preparing for Worst-Case Scenarios" has been insisted by the target group,the hardware environment of policy implementation has reached the standard,and the support of human environment is relatively high.There are also practical difficulties: the policy system is not perfect enough,the depth of the executive subject linkage is not enough,the gap between the target groups to implement the policy is large,"soft" policy implementation environment needs to be improved,and the implementation fragmentation problem is difficult to avoid.Based on the analysis,this paper puts forward some strategic suggestions for the effective implementation of the policy: supplement the park level links,improve the supporting policy system;change the concept of official standard,improve the linkage of departments in various forms;correct the cognitive bias of target groups,improve the ability of safety literacy;integrate into the local comprehensive safety management system,explore the establishment of safety professional service mechanism;integrates kindergarten safety risk prevention and control into the local social comprehensive management system,and weaves a three-dimensional safety protection net.
