Research On The Impact Of Talent Policy On Entrepreneurship: From The Perspec—tive Of Self-determination Theory

The 19 th national congress made it clear to "stimulate and protect the entrepreneurial spirit,to encourage more social main body in the innovation entrepreneurship",this is the first time the party congress report involving the relevant expositions of entrepreneurs,is about forty years of reform and opening-up entrepreneurs must important effects on economic growth,also pointed out the current economic construction need nurturing entrepreneurs stimulate the entrepreneurial spirit,in order to better play to their role.But entrepreneurial talent policy in the academia of our country is lack of the related studies,mainly on the comparison of qualitative research and the suggestion,rare on entrepreneur talent policy effect and innovation incentives quantitative research,let alone this paper discusses how to stimulate entrepreneurship policy,and that entrepreneurs growth environment is different,the policy effects will not completely consistent.Quantitative research,therefore,on this basis,the entrepreneur talent policy effect,to explore its mechanism of entrepreneurship,and consider the effect of entrepreneur growth environment,by the empirical results,enterprises institutions such as government policy advice,better to cultivate entrepreneurial spirit,to better cope with stress economic structure transformation,break through the external barriers,is particularly important.This paper is divided into six chapters: the first chapter is the introduction,which mainly introduces the background,significance,methods and technical routes;the second part is the literature review,which mainly reviews the talent policy,the influencing factors of entrepreneurial innovation spirit and social responsibility,the influencing factors of entrepreneurial growth and the influence of work motivation in self-determination theory;the third chapter is the theoretical basis and research The fourth chapter is empirical research design.The fifth chapter is empirical analysis,through cluster analysis of SPSS,four types of entrepreneur growth models are obtained,which are the personal environment mediocre type,the personal good environment disadvantageous type,the personal excellent environment-friendly type,the personal qualified environment disadvantageous type.Using the process built-in software,212 valid questionnaires are analyzed,and the following conclusions are drawn: the impact of talent service and capital policy on entrepreneurship and social responsibility is not significant;the talent development policy is positively affecting entrepreneurship and social responsibility.Talent development policy is positive to promote the adjustment of entrepreneur’s internal motivation and identity,capital policy is positive to promote the adjustment of entrepreneur’s external motivation and internal motivation,identity adjustment and internal motivation mediate the relationship between development policy and entrepreneur’s innovation spirit and entrepreneur’s social responsibility;individual excellent environment-friendly growth model is negative to regulate the relationship between development policy and identity adjustment and internal motivation.In order to give full play to the innovative spirit of entrepreneurs,we should improve the development policies of entrepreneurial talents,including some policies such as entrepreneur cooperation,enterprise exchange activities,etc.,to substantially improve the ability of entrepreneurs and help entrepreneurs grow.Secondly,we should speed up the implementation of capital policies,solve the problems that the government has policies,but entrepreneurs can not enjoy.Finally,the government should reduce the number of enterprises Intervention of business behavior,let self growth,become a service-oriented government.
