| The higher education in vocational colleges and universities in China has entered a new stage where the connotative development is more highly valued than the scale of development.In this new context of education reform,an increasing number of vocational colleges and universities have adopted the new concept of key performance index and taken it as part of their management system.The purposes of the institutions are to facilitate the connotative development,to increase the quality of vocational education,and to enhance their core competitiveness.With this as a background,this paper illustrates the Theory of Key Performance Index by explaining such areas as the formation of key performance index,the supportive environment of index,the misunderstandings of index design and the measures to guard against those misunderstandings.Taking one non-government college in Shanghai and two other colleges elsewhere,it then gives a detailed analysis of the current requirements of China’s vocational colleges and universities in terms of the innovative development,the management of secondary colleges,and the cultivation of applied talents.In its analysis,the paper focuses on the cases of study and the investigation data of performance management,which originate from the relevant secondary colleges.Based on its analysis,it goes on to point out the major problems that the country ’ s non-government vocational institutions have in managing their secondary colleges.Meanwhile,it makes a contrast between the system of annual performance assessment index---adopted by China’ s model colleges and universities in their secondary college management---and the system of performance management index used by non-government colleges and universities in Zhejiang Province before revealing the major reasons that affects the efficiency of performance management for secondary colleges in the institutions concerned.Furthermore,the paper describes the concept of index design,the selection of index grades,the way of index improvement and gives a clear picture of the concrete action plan as well as the framework of management.After that,it offers a sound system that is supportive in intellectual,systematic and mechanic,technical,and financial aspects.Finally,this paper gives an all-round illustration of the performance index system suitable for the management of secondary colleges in Chinese vocational colleges and universities.Therefore,it sets a solid stage for effectively managing secondary colleges through system development,organizational management,process oversight,and goal accomplishment,and for improving the management model,adopting competitive mechanism,carrying out performance assessment,and dynamic management in non-government vocational colleges and universities in the country. |
