Since the reform and opening up,with the rapid development of the national economy,the cause of higher education in China has gained an explosive growth,and the structure of institutions of higher learning has also changed.Although the comprehensive strength of higher vocational education in Chongqing has been improved after the construction and development of such projects as the transformation and upgrading of vocational education,the national demonstration backbone higher vocational education,the municipal demonstration backbone higher vocational education,and the high-quality higher vocational education,there is still a large gap between the position of higher vocational education in Chongqing and that of the municipality directly under the central government.In order to further promote the reasonable positioning and scientific development of colleges and universities,and comprehensively enhance the comprehensive competitiveness and influence of Chongqing higher education,Chongqing education commission and other four departments jointly issued opinions on promoting the classified development of ordinary institutions of higher learning in 2017.According to the classification of “function + level”,colleges and universities are guided to choose positioning from four types: comprehensive research type,applied research type,applied technology type and skill and technique type.Being based on their own practice and results,it guides higher vocational colleges to focus on skill and technique type.This makes the city’s higher vocational colleges school positioning,talent training objectives more clear.With the development of economy,the most location in skill type to manage with the same scale,standard,in higher vocational colleges.Each school has a type hierarchy imbalances,positioning on orientation no clear,the convergence of academic disciplines,evaluation of a single,strong professional no prominent,the talent training quality no high,supply and demand of talent imbalance and so on.In addition,the administrative departments have single means,uniform funding standards,and lack of classified management and guidance measures,which makes the progress of classified management slow.This paper attempts to make an in-depth analysis of the status quo of classification management in Chongqing higher vocational colleges,consulting a large number of documents,questionnaire surveys and interviews,analyzing the existing problems and causes,and proposing corresponding countermeasures and suggestions.This paper is divided into six parts.The first part briefly expounds the purpose and significance of this research,and reviews the relevant literature at home and abroad.The second part is to sort out the theories needed by the research and describe the relevant concepts.The third part is to analyze the classified management of some provinces and cities and the status quo of the classified management of Chongqing vocational colleges.The fourth part focuses on the analysis of the current status and development trend of sub-management,and points out that the classification policy is not perfect,the classification management type goal is not clear,and the professional structure is not reasonable and so on.The fifth part is to put forward countermeasures and suggestions one by one.The sixth part draws the conclusion and the expectation to the future classification management.Being based on the classification management of higher vocational colleges in Chongqing,this paper puts forward some suggestions on the classification management with regional characteristics,such as policy guidance,evaluation index,subdivision management types and application of classification management results.It is suggested that the municipal commission of education and other government administrative organs should speed up the improvement of the corresponding supporting policies of classified management,increase the investment in higher vocational education,and build the "overpass bridge" of "secondary vocational-higher vocational-undergraduate" talent connection training.It is advocated that vocational colleges of subdivision of skills types should be divided into leading demonstration type,characteristic development type,common development type and standard development type according to the indicators of running foundation and running effect.For the same type are divided into from I file to Ⅳ file,such as different class,and for each type,different class differentiation supporting,introducing competition mechanism,dynamic adjustment type class,to comprehensively promote the competitiveness of the colleges and universities.It calls for optimizing the spatial distribution of colleges and universities,emphasizing the cooperation among colleges and universities in the region,and encouraging the introduction of social and private forces to run private colleges and universities well.These further enrich the classification management system of institutions of higher learning and provide valuable reference for further research.
