| The education of overseas students in China is an important way to implement cultural cooperation and exchange,and also an important indicator of the comprehensive strength of politics,economy and diplomacy.The education policy for overseas students in China is an important part of China’s education policy.In terms of direction,it involves the scale,level and nations of overseas students in China.In terms of content,it involves the education system,funds,education quality and teachers,etc.On the demand side,it involves personnel training,specialty and balance.Since the early days of the founding of the People’s Republic of China,the education of overseas students in China has achieved remarkable achievements.From the perspective of the historical development,the policy orientation of the education of overseas students in China has shown certain differences: the main body,environment,goals and other aspects of the policy orientation have undergone corresponding changes.China’s education policy for overseas students reflects the characteristics of historical stages,which are determined by various environmental factors,including politics,diplomacy,society,economy,and education management,etc.The orientation of China’s education policy for overseas students in China is related to the development of education in China and the influence of China’s education development in the world.Therefore,the policy orientation must clearly define the subject,objective,targets and content,etc.in order to promote and push forward the development of education for overseas students in China.Based on literature research,combined with path dependence theory and stakeholder theory,this paper makes an in-depth analysis of the path formation,path dependence and main characteristics of the educational policy orientation for overseas students studying in China.It expounds the influence of political,economic,diplomatic,educational development and other environmental factors on the formation of the educational policy orientation path for overseas students in China.With the reform and opening up and the launch of “Belt and Road Initiative” as key points of the changes of the educational policy orientation path for overseas students in China,it makes path dependence analysis of the educational policy orientation for overseas students studying in China promulgated before and after the two key points,i.e.the formation of initial cost and self-reinforcement,learning effect,coordination effect and adaptive expectations.It intends to understand and master the correlation between China’s education policy for overseas students in China and politics,diplomacy,economic development,educational reform,etc.,and to summarize the orientation characteristics of China’s education policy for overseas students in China.Therefore,by studying the orientation of China’s education policy for overseas students in China,the contents of each stage of China’s education policy for overseas students in China are sorted out.Through path dependence theory analysis and research,the specific orientation of the policy and the staged characteristics are presented.Although the orientation of the education policy for overseas students in China has undergone changes,it has always followed the established path and has not undergone any leaps.Through path dependence theory and stakeholder theory analysis,feasible suggestions are put forward for the policy orientation.These include diversification of responsible subjects,namely,the central government playing a guiding role,and local governments and universities independently managing the development of education for overseas students in China;a stress on the educational nature of attribute function,which means that more attention should be paid to the essence of education and to improving the quality of education;also ensuring the "quality" of the target group,that is,strict acceptance criteria for recruiting high-quality students,so as to raise the international reputation of the education of overseas students in China and promote sound and sustainable development. |
