It has become a trend for third-party institutions which are as an independent legal entity to participate in the assessment of higher vocational colleges.However,due to the late development of third-party assessment in China,the overall assessment mechanism is not mature enough,with problems such as low authority,weak competitiveness and poor credibility.In this context,the establishment of the third-party assessment quality assurance system in vocational colleges is not only the inevitable requirement for the improvement and development of the third-party assessment system,but also an important measure to guarantee the quality of third-party assessment and improve the credibility of the assessment.What kind of third-party assessment quality assurance system for higher vocational colleges should be established and how to build a third-party assessment quality assurance system for higher vocational colleges in line with China’s national conditions is a problem worth studying.Based on this,this paper discusses from the following aspects: The stakeholder theory and the fourth-generation assessment theory are the theoretical basis for the construction of the third-party assessment quality assurance system in vocational colleges.According to the research,stakeholders,as the beneficiaries of the third-party assessment of higher vocational colleges,are also the main participants in the quality assurance of the third-party assessment,which must be taken into consideration in the construction of the whole security system.The stakeholders of the third-party evaluation of higher vocational colleges include the government,colleges,students,the public and the third-party evaluation institutions as the evaluation subjects.As a form of evaluation,third-party evaluation should be carried out under the guidance of the fourth-generation evaluation theory from the perspective of stakeholders.From this point of view,the establishment of a impeccable quality assurance system for third-party assessment is indispensable to the understanding of the fourth-generation assessment theory.By comparing with and analyzing the higher vocational education quality assurance mode of the third-party evaluation of the structure,operation and so on of the United States,Britain,the Netherlands,it was found that although the education system differ from country to country,countries in the process of quality assurance of the third-party evaluation also presents some common trend along with the diversification of higher education and the development of globalization.From the perspective of the nature of external accreditation bodies,all countries have official institutions involved,and have the legislation safeguard,accepted conclusions have timeliness;from the perspective of other external stakeholders,each country attaches great importance to the role of stakeholders in the third-party assessment of quality assurance activities,and provides them with a variety of appeal channels to protect the rights of external stakeholders;from the perspective of internal third-party assessment agencies themselves,third-party assessment agencies in each country attach great importance to meta-assessment and will reflect on the assessment process and results to ensure the quality of assessment.This provides reference experience for our country to construct the quality assurance system of the third-party evaluation.Finally,by referring to foreign countries’ experience and combining with China’s national current conditions,we try to build a third-party evaluation quality assurance system that can satisfy the development of China’s third-party evaluation.Overall,in terms of external security,government duties include perfecting the relevant legal documents,giving the third party agency authority and legitimacy of the assessment,the other is to build admissive institutions authorized by the government departments,to approve and audit the third party assessment institutions which are entering the market and to improve the appraisal institution’s credibility.Other external stakeholders can provide quality assurance through participation in the assessment process and grievance system.In terms of internal security,mainly improve the quality of the third party institutions themselves,and to build up a complete security system,which mainly presents in enhance the independence and professional of the third party,build scientific and reasonable evaluation standard,realize the steady improvement evaluation of quality,improve the professional level of team construction and optimize the construction form of assessment team,standardize the organization and implementation of the evaluation process,improve the application of the evaluation results,establish the appeal system,widen the reflection channel of the public,and strengthen the meta-evaluation and periodic audit,etc.
