At present,the institutions of higher learning in Hebei Province are in the key link of speeding up the construction of the first-class University and the first-class discipline and realizing the connotative development.As the first echelon in the development of colleges and universities in Hebei Province,colleges and universities under Hebei Province should explore talents in teaching,technology and scientific research,and strengthen the cultivation of talents in management,planning and system.The construction of middle-level cadres in colleges and universities is an important part of the construction of the Party and the cadres.The middle-level cadres in colleges and universities are at an important level in the management team of colleges and universities.They are the organizers and implementers of the creative work of the teachers,students and staff,as well as the promoters and practitioners of the reform and development of colleges and universities,it plays an important role in the work of each link in colleges and universities.The construction level of middle-level cadres in colleges and universities is the key factor to ensure high-quality completion of teaching,Scientific Research,Management and Party building,it has a direct impact on whether universities can effectively carry out the tasks of personnel training,Scientific Research,Social Service and cultural inheritance and innovation.With the promulgation and revision of the "regulations on the selection and appointment of leading cadres of the Party and government" and the "interim provisions on the management of leading personnel in public institutions",it is imperative to innovate and improve the selection and appointment mechanism of middle-level cadres in colleges and universities.With the reform and innovation of talent management system,the concept of competence is gradually introduced into the category of human resource management.At present,the competence research in the global scope has obtained rich research results and practical experience.In China,the research on competency is gradually becoming a hot spot in the field of human resource management.Some domestic scholars base the research on competency on the scientific system of selecting and training excellent managers,thus for the selection of managers,training,assessment and other links to provide advice and guidance.This paper defines the research object as the middle-level cadres of the universities inHebei Province.By consulting Chinese and Foreign Literature,this paper summarizes and sorts out the present research situation of competence at home and abroad,and clarifies the theories of middle-level cadres,competence,competency model,etc.,for the next questionnaire survey and data analysis to lay a theoretical foundation.Literature Review and Behavioral Event Interview were used to extract the primary competency characteristics of middle-level cadres.By using the method of expert evaluation,this paper modifies,adds,deletes and consummates the preliminary competency features,and finally determines 16 items of the preliminary competency features of middle-level cadres in universities in Hebei Province,finally,the competency model of middle-level cadres in provincial universities is established,which includes eight external explicit competency characteristics,such as political stand,overall situation consciousness,team management,communication and coordination,honesty and trustworthiness,professional responsibility,academic vision and professional skills,strategic Thinking,innovative spirit,learning and development,achievement motivation,overall decision-making,charisma,sense of responsibility and integrity and self-discipline,such as 8 inherent implicit competency.According to the competency model of middle-level cadres to evaluate the competency of H middle-level cadres in provincial key universities,through the systematic analysis of the evaluation results,this paper finds out the problems existing in the selection,training and assessment of middle-level cadres in provincial key universities,and then study the measures to establish a sound selection and training model to improve the effectiveness of the selection and appointment of middle-level cadres.
