Since the 21st century,education driven by globalization has flourished and the literature on education policy research has become increasingly rich.Reviewing,summarizing and reflecting on the history of education policy research at home and abroad during this period,collating and presenting the existing literature will help to improve the content,methods and paradigms of relevant domestic research and provide historical reference and international reference for future education policy research in China.This paper uses the relevant literature in two major databases,Web of Science and CNKI,from 2000 to 2020 as the data source,and combines mathematical statistics and intuitive mapping of the relevant literature with a series of bibliometric and visualization tools,and examines the topic of this paper from three perspectives:macro,meso and micro.The article is divided into six sections:The first section,introduction.It mainly introduces the reason for choosing the topic and the significance of the study,concept definition and research review,theoretical basis and research methodology,research design and data processing.The second section,general overview from a macro perspective.In terms of time series,the overall trend of education policy research publications at home and abroad is on the rise.In terms of spatial distribution,global related research is mainly concentrated in North America,Europe,Oceania,Southern Asia and Southern Africa,with the highest number of articles published in the United States,while China’s related research is mainly concentrated in the eastern coastal regions.In terms of journal classification,the subject types of journals published in related literature at home and abroad are relatively homogeneous.The third section,research institutions and authors of education policy research from a meso perspective.The network of institutions and the network of authors of relevant domestic and international studies are consistent with the small-world theory hypothesis,and there are universal links in a theoretical sense.Institution and author networks of global research show a dualistic research pattern between the US and other countries,while the network of high-yield institutions in China centers at Beijing Normal University,but with a fragmented distribution of domestic authors.The fourth section,knowledge structure from a micro perspective.The knowledge basis reflects the corresponding research frontiers,and the two together make up the knowledge structure of education policy research.The analysis reveals that there is a large degree of inheritance in the globally relevant knowledge basis for the two phases 2000-2009 and 2010-2020,while the burst detection in the latter phase provides a clearer observation of the similarities and differences between the national and international research frontiers.The fifth section,hot topics from micro perspective.Research frontiers that have been the focus of sustained attention by many scholars are transformed into hot topics,with global research hotspots spread across seven major themes such as teacher education policy and language policy research,while China’s hotspots for the same period are focused on six major themes such as higher education,private education and policy processes.The sixth section,conclusion and reflection.Based on the empirical findings of this paper,it provides a possible way forward for future education policy research in terms of research zoning,disciplinary expansion,cooperation and exchange,methodological improvement and comparative research.
