Abstract/Summary:
With the development of economy and social progress,improving the quality of early childhood education has gradually become the common pursuit of all countries in the world.The quality rating of early childhood education institutions is gradually considered to be an important means to improve their education quality.In the 1990s,in order to improve the quality of early childhood education,the United States began to pay attention to the construction of the Quality Rating and Improvement System.In 2014,Nebraska implemented the "Step Up to Quality" program of early childhood education,which has gradually improved the quality of early childhood education in the state by abundant financial support,complete training system and scientific evaluation tools.At present,China also urgently needs to improve the quality of early childhood education.Therefore,the study on the development and operation of the "Step Up to Quality"program of early childhood education in Nebraska can provide reference for improving the quality of early childhood education in China.The research methods adopted in this paper are the literature research method,the comparative research method and the historical research method,mainly from six aspects.Firstly,this paper Outlines the development course of the "Step Up to Quality" program of early childhood education in Nebraska,which can be summarized into three periods,namely,the incubation period,the formative period and the evolution period.The analysis found that Nebraska attaches great importance to improving the quality of early childhood education,and has issued a number of laws and policies to promote the development of early childhood education.Secondly,the connotation and operation mechanism of the "Step Up to Quality"program of early childhood education in Nebraska are analyzed and sorted out.This paper discusses the purpose of the project,the significance of the project,the content of the project,the main body of the project management,the financial investment of the project,the object of the project participation,the way of the project participation,the quality level of the project,and the evaluation tool of the project.Also,it analyzes the connotation and the law of development behind it.Then the paper analyzed the characteristics of "Step Up to Quality" in Nebraska and found that the main features of the project are insisting on continuous improvement ideas and having abundant capital,perfect training and scientific evaluation system,etc.more importantly,these features are complementary to each other,which achieves the systematization of good effect.In addition,it also summarizes the results of implementation of the "Step Up to Quality"program in Nebraska.By 2021,the number of early childhood education institutions participating in the project has been increasing year by year.An increasing number of early childhood education institutions have passed the quality rating of Level 5.The project has generally achieved good achievements and is highly regarded by Nebraskans.Finally,it analyzes the enlightenment of the "Step Up to Quality" program in Nebraska to the early childhood education in China.In order to promote the new development of preschool education quality in China,China should adhere to the value orientation of quality improvement;to construct an open and dynamic developmental quality promotion mechanism;to develop scientific and systematic evaluation tools for preschool education quality;to improve the professional training of early childhood education practitioners;to increase financial input in the development of early childhood education.
