Research On The Allocation Efficiency Of Sports Field Resources In Zhuzhou City Based On DEA Method

Since the 18 th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping as the core has attached great importance to sports work.It has personally planned the reform and development of sports,and promoted the high integration of national fitness and national health.Sports venues and facilities are the basis of widely carrying out national fitness activities and meeting people’s fitness needs.To implement national fitness strategy,it is necessary,important and urgent to carry out fair and scientific allocation of sports venues and facilities.As the test of "sports 13 th Five-Year Plan" results in 2020,Zhuzhou City sports facilities in recent years have made gratifying achievements in the development,but due to the impact of social environment and resource allocation,sports facilities still can not meet the needs of the masses,the gap between urban and rural,between regions and so on gradually widened.An in-depth analysis of Zhuzhou’s sports field resources allocation issues can provide theoretical basis and reference for the scientific formulation of sports development strategy.This article USES the Delphi method,literature material method,the efficiency measurement method,mathematical statistics and logical analysis,expert interviews and other research methods,to sports ground resource allocation in zhuzhou city as the research object,based on the theory of resource allocation theory,through the analysis of zhuzhou city sports ground resource allocation situation and zhuzhou sports ground resource allocation efficiency of the following conclusions:1.The governments at all levels of Zhuzhou attach great importance to the construction and development of sports venues,and have achieved remarkable results in the construction of sports venues.2.In recent years,the development types of sports venues in Zhuzhou basically meet the needs of the masses for sports and fitness,but there is still a certain gap for the needs of the masses for higher levels and more diversified sports and fitness.3.From the perspective of input-output efficiency of sports venue resources in different districts(counties)of Zhuzhou,the efficiency of sports venue resources allocation in Shifeng District,Lusong District,Lukou District,Yanling County,Tianyuan District and Youxian County is in an invalid state.Based on the analysis of the input-output efficiency of the urban and rural sports field resources in zhuzhou,the input-output efficiency of the rural sports field resources in tianyuan district,shifeng district,lukou district and Youxian county,and the input-output efficiency of the rural sports field resources in hetang district,Chaling county,Youxian county,tianyuan district and Yanling county are in the state of invalid resource allocation.Only by adjusting the target value of the input and output of the sports field resources can the output efficiency of the allocation of sports field resources in Zhuzhou reach the effective state.Suggestions to improve the efficiency of the allocation of sports venue resources in Zhuzhou are as follows: 1.Improve the ability of overall planning and coordination of sports venue construction;2.Implement policies and create site features;3.Adhere to the problem orientation of regional site development,site construction has a target;4.Vigorously promote the construction of sports venues in rural areas,and guide resources toward rural areas.
