With the acceleration of China’s social informatization process,the development of information technology has penetrated into all aspects of life.The Internet penetration rate in China is about 70%,and the number of student Internet users has reached 146 million.The 21st century is an era of information and data.With the continuous development of computer technology,information literacy has not only become a basic quality of citizens in modern society,but also an embodiment of comprehensive ability.In recent years,many countries and institutions have formulated and issued relevant information literacy competency standards,guidelines and objectives in the strategic height of human resource reserve.Similarly,our country also gives full attention to the cultivation and construction of students’ information literacy.The study and life of secondary vocational students are full of all kinds of intelligent information terminal equipment.At present,the focus of vocational education information work has gradually changed,so as to improve the information technology ability and comprehensive information literacy of secondary vocational students.Therefore,secondary vocational colleges should change and innovate the personnel training mode,closely combine education teaching with post practice,and build an information literacy evaluation index system in line with the development characteristics of secondary vocational students,which is of great significance for guiding secondary vocational students’ information literacy education and improving their information literacy level.This study combs the connotation of secondary vocational students’ information literacy and the development of information literacy evaluation index system.Through the research on the main secondary vocational students’ information literacy evaluation index system at home and abroad,using the methods of content analysis and system analysis,and based on the more simplified Delphi Method of multiple rounds of expert questionnaires and suggestions,this paper carries out the secondary vocational students’ information literacy evaluation index system preliminary selection and content modification of the subject matter.Considering that the results are easily influenced by the authority of experts,on the basis of the conclusion of the primary selection of indicators,the grey statistical method is used to further screen the indicators.The Likert 7-level scale is used,and then the screening indicators are calculated by the importance degree of grey whitening function.The final evaluation index system of secondary vocational students’ information literacy includes 5 first level indicators and 22 second level indicators.AHP is used to construct the hierarchical structure model of secondary vocational students’ information literacy evaluation index system,and then the pairwise comparison judgment matrix is constructed according to the hierarchical structure model.Experts are invited to compare and assign values to the importance of each evaluation index.The single-level weight and combined weight of the first level evaluation index and the second level evaluation index are calculated,and the consistency test is carried out to establish the weight of the secondary vocational students’ information literacy evaluation index system.Finally,the practical application of secondary vocational students’ information literacy evaluation index system.Combined with the information technology curriculum standards of secondary vocational students and the characteristics of secondary vocational students,this paper designs the questionnaire of the application effect evaluation of secondary vocational students’ information literacy evaluation index system.According to the comparative analysis of the data,it is found that in the aspects of information attitude consciousness,information rational psychology,information behavior norms,laws and regulations,and information ethics,the scores of female students are much higher than those of male students,while the abilities of autonomous learning ability,acquisition and identification,information processing,information retrieval strategy and information expression are weaker than those of male students.In view of these problems,this paper puts forward some suggestions:to cultivate students’ interest in information technology;to cultivate students’ social responsibility in information application;to cultivate students’ innovative spirit with practice as the core.
