Educational equity is of great significance to the stability and development of the whole society.The emergence of private higher education has reduced the economic pressure of the government to run more higher education institutions,has enabled more students to realize the university of dreams,and has cultured a large number of talents for the country.In the past 40 years of reform and opening up,private higher education has made great progress and has gradually shifted from epitaxial expansion to connotative development.The government has been paying more and more attention to the development of private higher education.For example,the government has issued a series of policies to regulate private higher education,including the new revision of Private Education Promotion Law,the ongoing revision of Implementing Regulations of Private Education Promotion Law,the promulgation of Implementing Regulations on Classification and Registration of Private Schools,Regulations on Supervision and Administration of For-profit Private Schools,the establishment of Inter-ministerial Joint Conference System for Private Education,and a clear division of labour between the 14 ministries...On the whole,the policy development of private higher education has been better,but looking closely at the situation of private higher education,the unfair competitive environment of higher education is restricting the development of private higher education.The realization of educational equity depends on fair education policy.Therefore,it is necessary to study the equity problems encountered in the development of private higher education from the perspective of public policy,in order to provide reference for the government to formulate public policies to promote the development of private higher education.This paper,with the reference of educational equity theory,studied public policy of promoting the development of private higher education by using the comprehensive literature research method,investigation method and comparative analysis method.First of all,this paper expounded the concept of private higher education and public policy,the theory of educational equity,public product theory,externality theory,it also discussed the research situation at home and abroad in detail.On this basis,taking the domestic public higher educational institutions as reference,combining with a case investigation,the author summarized the unfair problem hindering the development of private higher education from the perspective of educational equity,it includes two aspects-the unreasonable resource allocation and the inequality of opportunity and power.Then,the author analyzed the public policy reasons restricting the development of private higher education from the perspective of educational equity and drew the following conclusions.In addition to the policy text ignoring the fairness,inadequate policy planning and the lack of operability of policy texts,it is also affected by the policy environment,the unclear role orientation of the government and the inadequate implementation of the policy.Finally,the author puts forward some suggestions according to the concrete problems,and holds that promoting the development of private higher education from the perspective of educational equity requires the government to take the planners,supervisors,service providers and funders of private higher education as its duty to optimize the policy environment from economic environment,public opinion environment,political environment and industry environment,to formulate the fair,perfect and operational public policy,to improve the implementation mechanism and ensure the effective implementation of policy.Forming a fair and just competitive environment for higher education,which will be conducive to higher education in a benign competitive environment to continuously improve the level of running schools,which will be conducive to the achievement of the goal of a strong higher education country,which will also be conducive to the realization of the great rejuvenation of the Chinese nation.
