China has experienced an unprecedented process of rural-urban labor migration.A large amount of surplus labor released from agriculture has continuously poured into cities,forming a huge group of migrant workers.Migrant workers are in a weak position in the urban labor market,with low wages,instability,high work intensity and insufficient social security.In order to protect the employment rights of low-income people,including migrant workers,the Minimum Wage Regulations were implemented in 2004.Provinces and regions have determined their minimum wage standards based on their economic development conditions.Subsequently,the minimum wage standards have been continuously increased.How does the adjustment of the minimum wage affect the employment and stability of migrant workers?The answer to this question can deeply understand the mechanism and extent of the impact of the increase in the minimum wage standard on theemployment of migrant workers.It is the minimum wage policy.Formulate to provide reference.Based on the 2016 and 2017 survey data of the National Health Commission’s Migrant Population Dynamics Survey,this paper takes the adjustment of the minimum wage between the two data surveys as a natural experiment,and analyzes the effect of the minimum wage adjustment on the basis of the Logit model.The employment of migrant workers and the impact of employment stability.In the specific research design,Henan Province and Shandong Province,which adjusted the minimum wage between the two data surveys,were used as the treatment groups in the central and eastern regions respectively,in order to make the characteristics of the control group and the treatment group as similar as possible to ensure parallel trends The hypothesis is true.Hubei Province and Anhui Province,which are similar to Henan Province in geographical and economic environment,are selected as its control group,and Jiangsu Province and Zhejiang Province,which are similar to Shandong Province,are selected as its control group.In order to ensure the robustness of the results to the model setting,three model forms are set:one is to directly control the regional effect at the provincial level,the other is to further control the regional effect at the municipal level,and the third is to adopt a hierarchical model.Control the regional effect,time effect,and the interaction terms that reflect the effect of the minimum wage at a higher level.The empirical results are as follows:the increase in the minimum wage has a negative impact on the employment and employment stability of migrant workers in the central region,and has a negative impact on the employment and employment stability of migrant workers in the eastern region,but has no significant impact on the employment stability;In contrast,the increase in the minimum wage has a greater impact on employment and employment stability in the central region than in the eastern region;according to different skill levels,the increase in the minimum wage has an impact on the employment and stability of low-skilled migrant workers.The negative impact is greater than the impact on high-skilled migrant workers,and this conclusion is valid in both the central and eastern regions.The policy recommendations based on the research conclusions of this article are as follows:Based on the fact that the increase in the minimum wage has less negative impact on the employment and employment stability of migrant workers in the eastern region,some industries in the eastern region can be guided in an orderly manner to transfer to the central region or Continue to promote the employment of migrant workers in the central region to the eastern region to alleviate the negative effect of the minimum wage adjustment on employment and employment stability;based on the fact that the increase in the minimum wage has a more negative impact on the employment and employment stability of highly skilled migrant workers The small fact is that the state should increase investment in vocational training and education for migrant workers,encourage employment companies to carry out on-the-job training for migrant workers,and increase the level of human capital of migrant workers in many ways.
