| Improving the internal governance structure of university according to the university constitution is an important link to realize the modern university governance.As the main force to promote the modernization of higher education,the internal governance ability of local universities should be valued.This paper uses text analysis,case study and interview to study the internal governance structure of local universities from the perspective of the university statutes.Based on the analysis of the design of the internal governance structure system in the local university constitution,after the implementation of the university statutes,the paper investigates the actual operation of the internal governance structure of the local university,analyzes the existing problems and reasons,and seeks effective strategies to improve the operation of the internal governance structure of the local university.First of all,taking six local universities in Guangxi as an example,after analyzing the constitution of six local universities,this paper summarizes the institutional framework of the internal governance structure of local universities in university statutes.The local university tries to make clear its internal governance structure through the constitution construction,which defines the responsibilities and power restrictions of each interest part in the university.And using the university constitution to standardize the academic governance system,clarify the relationship and authority of relevant academic organizations,highlight the concept of human-oriented governance,and emphasize the democratic participation of teachers and students in school governance.Make clear the management responsibilities of the school and the college,endow the secondary college with independent managementrights,and guide the school’s management focus to move down.Secondly,in order to understand the actual operation of the internal governance structure of local universities,the paper selects SF University as the case object,based on the system design of the university charter,and conducts research from four dimensions of the internal governance structure of SF University,namely,system construction,academic governance,human-oriented concept and college autonomy.In terms of system construction,SF University has updated relevant rules and regulations in accordance with the university statutes and further optimized the internal governance structure,but the supporting implementation mechanism to ensure the orderly operation of power in accordance with the constitution is not perfect.In terms of academic governance,SF University has renewed the constitution of Academic Committee and reformed the structure of academic governance according to the regulations of the constitution.However,in terms of the operation of academic power,the normative effect of the university statutes needs to be considered,and the operation of academic power is not good.In terms of human-oriented concept,although SF University has gradually improved its democratic mechanism,the awareness of teachers and students participating in democratic governance is not enough,and there is a tendency of formalization for teachers and students participating in school governance.In terms of college autonomy,the college of SF University has built relevant organizations to implement the autonomy,but there are still governance problems in the secondary college autonomy,and the college autonomy ability needs to be improved.In a word,there is still a certain gap between the institutional design of the internal governance structure in the constitution of local universities and the practice of university governance.There are problems in the operation of the internal governance structure of local universities according to the regulations.For example,the main body of power in the internal governance structure of university lacks the awareness of the university charter;the operation of internal governance structure of university does not implement the concept of the university statutes governance;the operation of internal governance structure of university is not based on the design of the constitutions system;the university lacks the institutional environment to operate according to the university statutes.According to this,on the basis of combing the previous views,the paper analyzes the causes of the problems from four aspects: cognitive factors,power factors,human factors and traditional factors.The cognitive deviation of teachers and students,the management inertia oflocal universities,the existence of the thought of rule by man and the traditional limitation that local universities in China have no university charter for a long time are all the negative factors that cause the internal governance structure of universities not to operate orderly according to the university statutes.Finally,this paper puts forward the strategy of improving the internal governance structure around the university charter.One is to establish the awareness of the university constitution and guide the implementation of the university constitution.The second is to promote the coordinated operation of various powers in the school through the implementation of the rules of association and form a multi governance pattern.The third is to improve the rules and regulations,specify the implementation mechanism of the articles of association,supplement the relevant rules and regulations to clarify the power operation,and improve the governance procedures of the articles of association.The fourth is to build a supervision mechanism,establish a special supervision organization for the implementation of the university statutes,form a self-discipline mechanism of the university,and combine with a third-party supervision organization outside the university to realize the standardization and supervision of the operation of the university’s internal governance structure in an all-round way,and improve the ability of the university to manage according to the constitution. |
