Abstract/Summary:
The competition among different countries is essentially a competition for talents.In an era of rapid technological change and internationalized talent flow,in order to seize the commanding heights of knowledge economy development,countries have taken strong measures to attract and retain academic talents.In the face of fierce international talent competition and diversified talent flow patterns,China has implemented an open international talent policy and mechanism,initially forming a multi-level,multi-channel,multi-form,sophisticated and interconnected talent introduction pattern,and have attracted more and more talents to return to work.This research focuses on overseas academic talents which represented by overseas young academic talents in chemistry,and takes “211 Project” universities as research samples.It integrates document analysis,curriculum vitae analysis,bibimetric and econometric analysis to answer the following questions: Does the introduction of overseas academic talents improve the universities’ research output? Is there any difference in policy effect for universities with different academic levels? How does the quantity and quality of introduction affect the universities’ research output and so on.The results show that: First,the introduction of overseas academic talents has significantly improved the quantity and quality of universities’ research output,among which the quality of research output is much more improved.Overseas academic talents have provided universities with high-level human capital and social capital,promoted university research funding and infrastructure construction,and achieved remarkable results in improving universities ’ research output.Second,the effect of overseas academic talents presents a “decreasing marginal effect” on universities’ research output,which means compared with high academic level universities,universities whose academic level are not relatively high can enjoy greater improvement on research output by introducing overseas academic talents.Third,universities’ funds plays a part of mediating role between the overseas academic talents and universities’ research output.The influence of the overseas academic talents on universities’ research output is not completely transmitted through the way of obtaining scientific research funding,since the introduction of overseas academic talents can directly promote the quantity and the quality of universities’ research output,especially the quality.Fourth,there is an “inverted-U” shaped relationship between the number of overseas academic talents and the universities’ research output.The number is not the more,the better,universities should introduce it as needed.Fifth,High-quality overseas academic talents may not be good for the quality of universities’ research output.This study enriches and expands the research on the effect of introducing overseas academic talents from the organizational level,provides theoretical support for the implementation of China’s talent introduction policy,and has important practical significance for the formulation and improvement of talent introduction policy.
