In 2018,the State Council issued the opinions on the implementation of lifelong vocational skill training system,pointing out that vocational skill training is a key measure to improve the employment and entrepreneurship ability of urban and rural migrant workers in an all-round way,a key measure to solve the contradiction between talent supply and employment caused by industrial adjustment and skill upgrading,and a key measure to improve the employment quality of urban and rural migrant workers.In recent years,with the transformation of industrial value and the adjustment and upgrading of leading industrial structure in L District,the labor demand side dominated by the labor market,such as enterprises,has shown great enthusiasm for highly skilled talents in short supply,and the supply and service of highly skilled talents are even more in short supply.It is difficult for the first line workers to meet the needs of production transformation and development structure upgrading of enterprises.In addition,L District of Sichuan Province is a non-traditional industrial city,with the emergence of large numbers of landless farmers and ecological immigrants,and the increase of vocational training is steady.The vocational training work of L District Employment Service Management Department has met the bottleneck of improving the comprehensive quality of regional skilled talents.The improvement of quality and efficiency of vocational training will become the development direction of training work under the new situation,and provide classified vocational training with high quality employment and good personal development prospects.This paper studies the vocational training of the employment service management department in L District of Sichuan Province,and puts forward optimization countermeasures on how to improve the quality and efficiency of regional vocational training,so as to lay the theoretical foundation for the research with certain non exclusiveness and non competitiveness of quasi public products.In the process of research,the important methods such as literature research,case analysis and inductive analysis are used.First of all,I have a basic understanding of the research status of the promotion of vocational training at home and abroad by consulting the academic literature in relevant fields;then I have combed the development process and work effectiveness of the vocational training work of the employment service management department in L District for more than ten years,and have amore comprehensive experience of the current regional training work: comprehensively improving the quality and effectiveness of the vocational training of the employment service management department is not only from the top at the same time,it is also a bottom-up pursuit.It has put forward higher standards and stricter requirements for vocational training work to comprehensively improve the skill level of urban and rural migrant workers,change the traditional employment awareness of urban and rural migrant workers,and promote the high-quality employment of urban and rural migrant workers.The construction of vocational training system with the development direction of training high-level skilled talents and providing high-efficiency employment guidance services has become a city the strategic key to the healthy development of city industry and product value transformation.With the help of the domestic and foreign training research results,combined with the current regional development reality and the actual needs of the economic industry,this paper further analyzes the many problems faced by the employment service management department,designated training institutions and trainees in the process of vocational training in L District.On this basis,taking the employment service management department in L District as the research breakthrough,it further explores the management of designated training institutions,training resources matching,training quality and efficiency evaluation,subsidy funds allocation,enthusiasm of urban and rural workers to participate in the causes of the problems;finally,in view of the L District employment service management department of the current vocational training system caused by the training quality and effect of optimization suggestions.The study of this paper can help L District to further improve the vocational skills training system,further reduce the phenomenon of "training and application disconnection",so as to provide better skills training services,comprehensively improve the vocational skills literacy and employment awareness of technical skills of urban and rural workers,and provide basic skills support for the realization of higher quality and high-level employment.
